You have a PAL television. Check your DVD player and your television's instruction manuals to see if you can change the format to NTSC or Multi-type.

Bryan is correct that you have a PAL/NTSC mismatch, but his advice is slightly incorrect. Actually what you want to do is set your DVD player to PAL output and that will force the player to convert the video signal to PAL so you can watch it. Setting your DVD player output to NTSC or Auto will work only if you have a multistandard TV and since you are having problems, I'm sure you don't have such a TV.

Sorry about that, my answer wasn't really clear. I did give it in reverse, most of the DVD players I've seen you set the type to the system you want to hook to, not what you want to play. My bad.
