What is the meaning of the seven-pointed star that the police dept uses?

Wondering what is the meaning behind the seven-pointed star that the Police Dept uses. In Chicago their three stars stand for great events, such as the great fire and forget what the other two are. Anyhow, their police have that emblazoned on their cars, flags, etc.

According to SFPD's Inspector Harry Callahan (Star #2211), the seven points are all part of a unique method of easing rectal disfunction.
