USN Attack Boat Pursues Chinese Sub

Anthony Tucker-Jones reports on the growing tension between China and Japan across the East China Sea, in the wake of a recent submarine incident that, we can now reveal, drew in a US Navy Los Angeles Class attack submarine. Additional reporting by Yoshiharu Fukushima (Japan).

It had all the ingredients of the old Cold War stand-off, except this time it was across the Bamboo rather than Iron curtain. For three days Japan's Maritime Self-Defence Force (JMSDF) tracked a foreign nuclear submarine that had intruded into territorial waters. The unidentified submarine penetrated the waters off Miyako, part of the Sakishima chain south of Okinawa. Along with other groups of islands, collectively known as the Ryukyu, they stretch from Taiwan to southern Japan, creating the boundary between the East China Sea and the Pacific Ocean. When challenged by a Japanese Orion Maritime Patrol Aircraft (MPA) the submarine withdrew from the Pacific without identifying itself. Based on best available evidence, the finger points firmly at the Peoples' Liberation Army Navy.

According to well-placed sources in Japan, US and Japanese satellites detected a Chinese Han class (Type 093) SSN preparing to depart Tsingtao (Qingdao) naval base on the Yellow Sea in October 2004. Belonging to the North Sea Fleet, she is one of only four nuclear boats currently operated by the Chinese Navy. Japanese sources claim the submarine was pursued by a US Navy Los Angeles Class attack submarine, two JMSDF destroyers and P-3C Maritime Patrol Aircraft for two days. Once the American SSN gave chase the Han dived and ran south-east, through the Ryukyu Islands and turned around near Guam. On her way back to Tsingtao, the Chinese boat again violated Japanese territorial water. A defence source gave this account of the chase: "A JMSDF P-3C MPA discovered a Chinese ship and tug on November 5, near Okinawa. At the same time a US P-3C flying out of Guam located an unknown submarine between Guam and Okinawa. Some time after, a Taiwanese S-2T Turbo Tracker aircraft discovered her and Taiwan notified the Japanese and US Governments. The JMSDF was informed and a Japanese P-3C patrolling south of Okinawa also located the Han. It monitored her as she headed North West by North, and passed through Japanese territorial waters between Ishigaki-Jima (Isle of Ishigaki) and Tarama-Jima (Isle of Tarama). The JMSDF informed the Prime Minister's official residence and a security alert was issued two hours later. The JMSDF despatched the destroyers JDS Kurama (DDH144) and JDS Yudachi (DD103) with their SH-60J helicopters. They chased this unidentified submarine, but she zigzagged at 10-12 knots and at a depth of 100 metres to shake them off. Analysing the acoustics the JMSDF were able to confirm it was a Chinese Han Class boat." Some in Japanese government circles subsequently claimed the Chinese Navy was training to attack Guam and the US Navy Carrier Strike Group stationed in Japan. However, it is more likely that the Chinese submarine had been trying to spy on a joint JMSDF/USN anti-submarine training exercise near Okinawa. This involved three American and two Japanese submarines and a number of surface vessels. As suggested by the defence source (above) the Chinese even sent a Dajiang Class submarine support ship and Toochann Class Rescue Tug to loiter east of Okinawa.

Japan: Mystery 'Intruder' Submarine was Chinese By Steve Herman Tokyo

12 November 2004 Herman report -

Japan says it will file a protest with the Chinese government after one of its submarines intruded into Japanese territorial waters.

Japan's chief government spokesman Friday identified the submarine that intruded into Japanese territorial waters earlier this week as being from China - as had been suspected.

Hiroyuki Hosoda says Tokyo, through diplomatic channels, will soon lodge a protest with Beijing about the incident.

Defense Agency Director General Yoshinori Oda has ordered the Maritime Self Defense Force to stop pursuing the submarine after it moved outside a zone where Japan's military can operate freely.

For the first time in five years, Japanese naval force went on alert Wednesday, after the submarine spent two hours in waters near the southern Okinawan islands. When first spotted, the sub was near an offshore gas project in disputed waters between the two Asian nations.

Japanese officials have said sounds made by the vessel's propeller were that of a Chinese military Han-class nuclear powered submarine.

As late as Thursday, Chinese officials shrugged off suspicions that the submarine was one of theirs - saying they did not know anything about it.
