According to the website at http://home.datacomm.ch/mhari/timetable.htm, John Newport Langley functionally distinguished and described the autonomic nervous system in 1921. According to the article at http://psychology.uchicago.edu/socpsych/faculty/jtcreprints/bsc.ans.03.pdf, Walter Canon (in Wisdom of the Body, 1939) first argued that it was specialized for homeostasis.
