Goveners are usally located under the fly wheel. Some engines put the governer in the engine cranks case. Cheap manufactures just put it on the throttle linkage. If you want to remove it for more speed. DONT. I build engines I have experience. I ahve removed the governer before. Dont if you do just say good bye to that engine now becuase its gonna be trash soon.

naa. you can remove it depending on how it is lined to the engine. figure out how it all works and mek the decision
