Việt Nam đứng thứ 4 thế giới về tăng trưởng kinh tế

Theo báo cáo mới nhất của Ngân hàng Thế giới (công bố ngày 9/11), dự báo tăng trưởng kinh tế của Việt Nam năm 2004 đạt 7,2%, đứng thứ 4 trên thế giới.

Đạt mức tăng trưởng cao nhất là Trung Quốc với 9,2%, tiếp đó là Singapore 8,3%, Hồng Kông (Trung Quốc) 7,4%, đứng thứ 5 là Malaysia với 7%; tất cả đều thuộc khu vực châu Á.

Theo báo cáo trên, từ khi diễn ra cuộc khủng hoảng tài chính năm 1997 đến nay, đây là mức tăng trưởng cao nhất, riêng các nước đang phát triển trong khu vực sẽ tăng trưởng ở mức bình quân 8%. Sự phát triển mạnh mẽ nói trên giúp giảm bớt được khoảng 40 triệu dân khỏi diện nghèo đói, chủ yếu ở các nước Trung Quốc, Indonesia, Thái Lan và Việt Nam.

Một thí dụ về tăng trưởng kinh tế :

Singapore có 100 nhà máy trên một quốc đảo nhỏ bé, nếu tính theo tỷ lệ về diện tích và dân số, thì VN phải cần có đến 1000 nhà máy công nghiệp mới được gọi là tương xứng với Singapore.

Nhưng VN mới chỉ có 20 nhà máy ( thí dụ thôi ).

Trong năm qua, Singapore chỉ cần xây thêm 1 nhà máy nữa, ( 100 nhà máy cho 1 đảo quốc nhỏ bé là quá đủ rối )TỶ LỆ TĂNG TRƯỞNG KINH TẾ CỦA SINGAPORE TRONG NĂM 2003 LÀ 1/100.

Còn VN trong năm 2003 thì cũng chỉ xây thêm 1 nhà máy nữa, 20+1= 21.

21 nhà máy cho 80 tỷ dân vẫn là nghèo nàn lạc hậu ( chưa kể đến phẫm chất nhà máy ).

Nhưng lương của một anh binh nhì bộ đội miển bác chỉ có 5 đồng. trị gía = 10 tô phở, còn lương tháng của anh binh nhì VNCH hơn 15.000$, trị giá hơn 100 tô phở .

Anh Hoang Vietnam nè, cái lối tuyên truyền của cộng sản các anh chỉ mê hoặc được những người kém phân tích thôi, không bịp được chúng tôi đâu.

Tôi vốn ít nói, hơn nữa lại hơi thiếu thời gian. Nhưng hôm nay là ngoại lệ, tôi có thể trả lời tất cả câu hỏi của các anh.

To be honest, qua câu trả lời của các anh, tôi có thể nhận ra ngay là các anh chưa nắm được các khái niệm cơ bản của khoa kinh tế học liên quan tới phát triển và tăng trưởng. Đó hoàn toàn không phải là một khuyết điểm, tất nhiên. Tôi xin giải thích rõ thêm một chút.

Việt Nam là một nước nghèo, rất nghèo. Cũng như nhiều khác trên thế giới. Về câu hỏi "Việt Nam đang đứng ở đâu trên bản đồ nghèo đói của thế giới?", lúc nào có thời gian tôi sẽ dùng số liệu của CIA để phân tích cho các anh. Tôi đồ rằng nhiều anh cứ nói Việt Nam mình chết đói mà thiếu một con mắt so sánh có tính khoa học.

Thực tế là Việt Nam nghèo, vậy nguyên nhân do đâu? Đây lại càng là một câu hỏi khó trả lời. Mọi sự chụp mũ đều thiếu tính khoa học. Tình trạng nghèo và tình trạng giàu có rất nhiều nguyên nhân, từ chính trị, văn hoá tới địa lý, tài nguyên, con người v.v. Lúc nào có thời gian tôi cũng sẽ bàn luận với những ai ưa thích về vấn đề này.

Nhưng câu hỏi quan trọng nhất là "Làm thế nào để Việt Nam thoát khỏi cảnh nghèo và nhục?". Không phải là câu hỏi của riêng Việt Nam và cũng chưa hề có câu trả lời chung cho mọi nước. Khoa development economics với rất nhiều nghiên cứu chưa đưa ra được câu trả lời.

Tuy nhiên, nói một cách đơn giản nhất, theo tôi, để thoát nghèo, chẳng có cách nào là tăng trưởng kinh tế. Rõ như ban ngày. Muốn thoát nghèo, muốn có thêm tiền, thì phải tăng trưởng kinh tế. Tăng trưởng kinh tế vừa là mục tiêu, vừa là phương tiện. Các bác có hô hoán giời, có thay đổi giời về các mặt khác, nhưng không có tăng trưởng kinh tế, muôn đời các bác vẫn nghèo, mà nghèo tức là nhục.

Phân tích trên nhấn mạnh tầm quan trọng của thành tích tăng trưởng kinh tế đứng thứ 4 trên thế giới mà nhân dân Việt Nam đã được trong năm 2004. Các anh nên nhớ đó là thành tích của nhân dân Việt Nam, của từng giọt mồ hôi, nước mắt và cả máu của 80 triệu người Việt Nam, cả trong và ngoài nước, chứ không phải của riêng ai.

Nhưng có thể làm tốt hơn, có thể tăng trưởng cao hơn được không? Đây lại là một câu hỏi trong kinh tế học. Tôi có thể trả lời vắn tắt như thế này: giới hạn trần của tăng trưởng kinh tế thường là 10%/năm. Quá giới hạn đó là tăng trưởng quá nóng, rất dễ xảy ra khủng hoảng kinh tế.

Đảng cộng sản đẻ ra tham nhũng. Bao nhiêu công trình xây dựng vì bị rút ruột nên hư hỏng. Tốn kém rât nhiều vì phải làm lại nhiều lần.

Đảng cộng sản mua quan bán chức. Người có tài thực sự không có cơ hội giúp nước phát triển

Đảng cộng sản tạo ra tình trạng vô đạo đức không làm gương trong sạch ,người dân không tin tưởng ai cũng làm ăn chụp giựt.

Đảng cộng sản làm ra luật lệ láo lếu tạo khó khân cho thế giới bên ngoài đầu tư.

The people at Human Rights Watch might strongly disagree with that statement. Nonetheless, here are excerpts of their report on life today, 2002, in Vietnam.

HUMAN RIGHTS WATCH REPORT (2002)

Despite promises by the general secretary of the Vietnamese Communist Party (VCP) to accelerate the process of reform and promote democracy, Vietnam's human rights record continued to deteriorate during 2002. National Assembly elections conducted in May continued Vietnam's tradition of single party rule, while proponents of multi- party democracy, human rights, and religious freedom were arrested or closely monitored.

The government continued to stifle free expression and restrict the exercise of other basic human rights. Authorities destroyed thousands of banned publications, restricted press coverage of a key corruption scandal, increased the monitoring of the Internet, denied the general public access to international television programs broadcast by satellite, and arrested or detained dissidents who used the Internet or other public fora to publicize their ideas. The year saw the death of Vietnam's most well-known dissident, Tran Do, and the trial of Li Chi Quang, one of an emerging group of younger pro-democracy advocates in Vietnam.

Officials continued to suppress and control the activities of religious groups, including ethnic minority Christians in the northern and central highlands, members of the banned Unified Buddhist Church of Vietnam, and Hoa Hao Buddhists in the south. Authorities made a new round of arrests of indigenous minority church leaders and land rights activists in the Central Highlands, the site of widespread unrest in 2001.

HUMAN RIGHTS DEVELOPMENTS

The year [2002] saw an intensified crackdown on freedom of expression and use of the Internet. In January, the Ministry of Culture and Information (MoCI) instructed police to confiscate and destroy banned publications. On January 16, more than seven tons of books were burned in Ho Chi Minh City, including pornographic magazines, books published abroad, and books written by Vietnamese dissidents. In July, authorities in Hanoi destroyed 40,780 compact discs, 810 videotapes, 3,000 books, and six kilograms of other publications, including pornography and foreign-published books.

Two editions of the Far Eastern Economic Review, published in Hong Kong, were banned in Vietnam: a July edition covering a major corruption scandal, and an August edition that reviewed a biography of Ho Chi Minh, which mentioned the leader's alleged love affairs.

The MoCI's Press Department refused to renew the press credentials of three editors at Tuoitre (Youth) newspaper, citing a "serious error in propaganda work." This appeared to be a reference to the publication of a survey of youth idols published by the paper. In the survey, U.S. President Bill Clinton scored higher than Prime Minister Phan Van Khai. The government destroyed 120,000 copies of the offending edition.

In April, the VCP Central Committee stated that publications and books with "wrongful" or "bad" contents would be banned and that party members whose words and actions were contrary to party principles would be dealt with severely. Government officials were instructed to list the classified information and state secrets that each official was responsible for safeguarding.

Domestic newspapers, and television and radio stations remained under government control. On June 18, the prime minister signed a decree restricting access to international television programs broadcast by satellite exclusively to government officials, state media, and foreigners. On June 20, the chief of the VCP's Central Ideology and Culture Board announced that the media should not "expose secrets, create internal divisions, or hinder key propaganda tasks" in its coverage of the controversial Nam Cam corruption case, which was slated to go to court by year's end. Among the 151 people arrested in conjunction with the case, Vietnam's largest trial ever in terms of numbers of defendants, were twelve police officers, three former prosecutors, and two journalists.

In September, the government confiscated the passport of Vietnamese actor Don Duong, who was denounced by state media as a "lackey of hostile forces" because of his roles in two recent American films banned in Vietnam. In October, Vietnamese writer Duong Thu Huong was called a "national traitor" by Cong An Thanh Pho (Ho Chi Minh City Police) after she published an article in a Vietnamese newspaper in Australia stating that the war in Vietnam had not made its citizens more wise or bold in exercising their rights, but more cowardly.

In October, the MoCI issued a stern reprimand to Vietnam's state- operated printing houses for publishing books with anti-Communist content or that distorted Vietnam's history, and by reprinting dissident books originally published abroad.

In June, the prime minister instructed the MoCI to tighten up controls at Vietnam's four thousand public Internet cafés to prevent customers from accessing "state secrets," pornography, or "reactionary" documents. The government blocked approximately two thousand websites, including those of Vietnamese dissident groups based overseas.

In August, the MoCI ordered the closure of ttvonline.com, a popular web site operated by a Hanoi-based company, for operating an Internet site without official permission and publishing articles "contrary to the spirit" of the Press Law. On August 16, the MoCI stated that penalties would be imposed on Internet café owners who allowed customers to view web sites harmful to national security or that displayed "depraved" or "reactionary" content. In addition, Internet café owners would be required to obtain licenses and background checks before going into business. MoCI instructed Vietnam's only Internet gateway, the state-owned Vietnam Data Communications Co., to obstruct subversive web sites, based on lists of banned sites compiled by government ministries. In October, the MoCI ordered Vietnam's state-owned Internet service providers (ISP) to block politically and morally unacceptable web content.

Several dissidents and pro-democracy activists were arrested or harassed during the year after issuing public critiques of the government, some of which were circulated on the Internet. Several arrests occurred after dissidents visited the China-Vietnam border or publicly criticized recent bilateral border agreements between the two countries. Former army officer Nguyen Khac Toan, forty-six, was arrested on January 8, a day after meeting prominent dissident Nguyen Thanh Giang. On January 12, poet Bui Minh Quoc, 62, was put under administrative detention in Dalat on charges of possessing anti- government literature after he made a trip to the China-Vietnam border.

Li Chi Quang, thirty-two, a young lawyer whose essay "Beware of Imperialist China," was distributed on the Internet, was arrested at an Internet café in Hanoi on February 21. On October 28, he was sentenced to four years in prison after a half-day closed trial in Hanoi, on charges of disseminating propaganda against the socialist state. Other dissidents and members of the foreign press corps were barred from observing the trial.

On March 10, scholar and anti-corruption activist Tran Van Khue, sixty-six, was arrested and placed under two years of administrative detention after he published a critical letter to Chinese President Jiang Zemin, which was circulated on the Internet. Then on March 27, police arrested Pham Hong Son, thirty-four, after he translated an article titled "What is Democracy," and sent it to his friends and senior Vietnamese officials. In addition, he had written an open letter, which was published on the Internet, protesting the fact that his house had been searched and his computer and documents confiscated.

With National Assembly elections slated for May, a growing number of dissidents called for multi-party reforms to counter Vietnam's one- party system. The electoral process is currently controlled by the VCP, which screens and approves all electoral candidates. In February, former VCP member and respected military veteran Pham Que Duong applied to run in the election. Local VCP officials rejected his candidacy, charging that he was a "dangerous element" and guilty of twenty crimes. Only fifty-one of the 498 National Assembly seats were won by non-VCP candidates.

In July and August, groups of prominent dissidents sent petitions to the government protesting the arrest and harassment of fellow dissidents and calling for democratic reforms, establishment of an anti-corruption body, creation of a constitutional court to examine violations in constitutional law, and publication of Vietnam's border treaties with China. On July 19, police detained one of the signers, Nguyen Vu Binh, thirty-four, and searched his house. Formerly a journalist at the Tap Chi Cong San (Communist Review), Nguyen resigned his position in 2000 and announced plans to form an independent political party. Nguyen was arrested in Hanoi on September 25 and expected to go to trial by year's end.

On September 20, public security officials raided the Ho Chi Minh City home of human rights advocate Nguyen Dan Que, confiscating his papers and documents and pressuring him to leave with the police for further questioning. Que refused to leave when the police could not produce a court order for his arrest. Ten security officials were subsequently stationed outside his home.

Five Vietnamese writers received Hellman/Hammett awards from Human Rights Watch in 2002 in recognition of the courage with which they faced political persecution: Le Chi Quang, Nguyen Dan Que, Nguyen Vu Binh, Ven. Thich Quang Do, and Tran Van Khue.

RELIGIOUS REPRESSION

Repression against the banned Unified Buddhist Church of Vietnam (UBCV) continued during the year. UBCV Supreme Patriarch Venerable Thich Huyen Quang, eighty-three, remained under tight surveillance at a pagoda in Quang Ngai province, where his health continued to deteriorate. Venerable Thich Quang Do remained under administrative detention in Ho Chi Minh City. UBCV monk and former political prisoner Venerable Thich Tri Luc, who fled to Cambodia in April, was "disappeared" from Phnom Penh in July, shortly after receiving refugee status from the U.N. High Commissioner for Refugees in Cambodia. The U.N. High Commissioner for Human Rights and international rights organizations expressed concerns about the safety of Thich Tri Luc who was feared to have been forcibly returned to Vietnam and imprisoned.

Members of the Hoa Hao sect of Buddhism, one of the six officially authorized religions in Vietnam, continued to face problems. In January, the An Giang provincial court sentenced Hoa Hao Buddhist member Bui Van Hue to three years in prison for violating a 1999 administrative detention order and illegally leaving Vietnam after being extradited from Cambodia. In April, Hoa Hao Buddhist monk Le Minh Triet was placed under two years' administrative detention after completing an eight-year prison sentence in Thuan Hai province. Le Quang Liem, the leader of the Hoa Hao sect, remained under administrative detention in Ho Chi Minh City. In November, police officers dispersed a two-week protest by Hoa Hao followers at Quang Minh Tu temple in An Giang province, who had resisted an order to remove the gate to their temple. Several Hoa Hao Buddhists were reportedly beaten and briefly detained in a confrontation with police.

Evangelical Protestants, particularly those worshipping in house churches, remained under surveillance. In July, Protestant house church leader Nguyen Dang Chi was detained in Dong Nai province in the south, reportedly for preaching without official approval. After villagers protested outside the police station where he was being held, police released Nguyen.

Ethnic Hmong and Tai Christians in the north, particularly in Lai Chau and Lao Cai provinces, were beaten, detained, and pressured by local authorities to renounce their religion and cease Christian gatherings. In February, reports were received that the security presence had been increased in border communes in Muong Lay District, Lai Chau, where Hmong Christians were prohibited from gathering for religious ceremonies and some chapels were dismantled. On August 7, Hmong Christian Mua Bua Senh died in Dien Bien Dong District, Lai Chau, after numerous beatings by police officers for refusing to renounce his religion. In October, the officially-recognized Evangelical Church of Vietnam (North) admitted several hundred Hmong Christian churches, providing some measure of protection against persecution. Nonetheless, at least twelve Hmong Christians remained in prison for their religious beliefs during the year.

CENTRAL HIGHLANDS

Conditions worsened for indigenous highlanders (known as Montagnards) in the Central Highlands. In March, a tripartite agreement between Vietnam, Cambodia, and the U.N. to voluntarily repatriate some one thousand Montagnard refugees who fled to Cambodia crumbled when Vietnam refused to permit U.N. monitors access to the Central Highlands. More than four hundred highlanders were deported from Cambodia to Vietnam in April and May alone, when Cambodia closed its borders and refused to admit asylum seekers.

In June, Vietnamese authorities launched a new crackdown in the Central Highlands, even as the deputy prime minister publicly attributed the troubles in the Central Highlands to mistakes by the nation's leadership. More than six hundred "fast deployment" military teams were dispatched to the region during the year, which largely remained off limits to international observers. Authorities closed down hundreds of churches lacking official authorization--more than three hundred in Dak Lak province alone. In November the official Phap Luat (Law) newspaper reported that dozens of evangelical Christians had been forced to confess to having preached illegally and more than 2,700 Christians had severed connections with "bad elements who abuse religious issues to sow divisions in national unity."

Between June and November, dozens of arrests were carried out against Protestant church leaders, land rights advocates, and individuals suspected of guiding asylum seekers to Cambodia. In late August, district officials in Mdrak, Dak Lak, arrested at least thirty Ede villagers on the grounds that they were planning a demonstration for Vietnam's National Day. The charges and place of detention of the majority of those arrested were not made public. Dozens of highlanders disappeared or went into hiding.

A number of highlanders were tried and convicted during the year. On January 25, four highlanders in Chu Se District, Gia Lai, were sentenced to prison terms of up to six and a half years for "organizing illegal migrations." The state media reported that the men had been deported from Cambodia in April and May 2001. In October, Rlan Loa, an ethnic Jarai from Krong Pac District, Gia Lai, was sentenced to nine years in prison for having "illegally migrated abroad." Rlan Loa was part of a group of 167 highlanders deported from Cambodia to Vietnam in December 2001. On October 22, three Ede men, Y Tim E Ban, Y Coi B Krong, and Y Tho Mas E Ya, were sentenced to eight years in prison on charges of inciting local people to flee Vietnam. State press reported that on October 24, two Ede men, Y Su Nie, and Y Khai, had "surrendered' to the police in Mdrak District, Dak Lak. On November 15, two Jarai, Ksor Dar and Rahlan Phyui, were sentenced to three and two years respectively for allegedly having guided Montagnard asylum seekers to Cambodia.

Public demonstrations continued to be strongly discouraged throughout Vietnam, although a group of women from the countryside were allowed to conduct a small rally against corruption in front of VCP General Secretary Nong Duc Manh's home in Hanoi in February. In May, Manh stated that demonstrations timed with the National Assembly elections showed that "our democracy has become excessive."

There were increasing numbers of reports of conflicts over state confiscation of farmers' land. In February more than one hundred villagers protested in Ninh Binh province over a land dispute. The leader of the demonstration and eleven others were sentenced to up to thirteen years in prison after a four-day trial in October. In September, Pham Trong Son and Nguyen Thi Thai were sentenced to three years and twenty months, respectively, on charges of disrupting public order after they circulated a petition and organized a protest against inadequate state compensation after their land was confiscated in Ho Chi Minh City. In October, eleven people were injured during a demonstration in Hai Duong City near Hanoi by hundreds of villagers protesting their evictions and inadequate compensation for a new highway and trade center. In Ha Tay province in November, hundreds of villagers clashed with police after authorities forced 190 people to move for the construction of an industrial zone. TRAGEDY IN VIETNAM :

In March, the prime minister instructed the Public Security Ministry to upgrade prisons and detention facilities. However, lack of food and medical care in prisons continued to be widespread. Human Rights Watch received reports of prisoners being subjected to police torture in detention or during interrogation, solitary confinement in dark cells, and shackling. Vietnamese state media reported in January that two police officers were to be tried for torturing a man to death during interrogation. In May, farmers in southern Binh Dinh province blocked traffic and threw rocks at police after a villager died in police custody, allegedly a suicide. In September and October, President Tran Duc Luong approved the early release of more than nine thousand prisoners in an amnesty to mark Vietnam's National Day. No known religious or political prisoners were included in the releases.

Administrative detention without trial continued to be used against suspected dissidents, including minorities in the Central Highlands, under the 1997 Decree 31/CP. The death penalty continued to be widely used for a wide range of offenses, including corruption and drug trafficking.

TRAFFICKING AND HIV/AIDS

Criminal networks that often operated with the tacit support of government and police officials trafficked hundreds of Vietnamese women and girls for prostitution, domestic work, and forced marriage both internally and to other Asian countries, particularly Cambodia and China. Vietnam was also a transit country for women being trafficked from other countries in Asia.

Some sentences were handed down during the year under Vietnam's law against trafficking in women and children. In May, the People's Court in Hanoi convicted five Vietnamese people for trafficking women to China and sentenced them to up to fourteen years in prison. In September, the court in Ho Chi Minh City sentenced the operator of a prostitution ring to eight years in prison.

The problem of HIV/AIDS continued to grow, with the Ministry of Health estimating that 154,000 people were infected with HIV. The Ministry of Labor, War Invalids and Social Affairs estimated that one- quarter of Vietnam's estimated 14,600 sex workers were HIV positive.

Officials adopted an increasingly harsh stance towards high-risk groups for AIDS, such as drug users and prostitutes, who were deemed "social evils." In late 2001, the government announced plans to send all of Vietnam's one hundred thousand registered drug addicts to compulsory drug detoxification centers for up to two years. As many as seventy-five thousand drug users remained in detention during the year in seventy-one crowded drug detoxification camps.

DEFENDING HUMAN RIGHTS

The government continued to prohibit independent human rights groups from operating in Vietnam, restricted the access of U.N. officials seeking to monitor repatriated refugees, and denied permission for international human rights organizations such as Human Rights Watch and Amnesty International to conduct official missions to Vietnam.

THE ROLE OF THE INTERNATIONAL COMMUNITY

At the annual Consultative Group meeting conducted in December 2001, international donors pledged U.S.$2.4 billion in assistance to Vietnam. Most of Vietnam's donors were circumspect regarding pressure on Vietnam to improve its human rights record. A number of donors supported Vietnam's ambitious ten-year Legal Reform Strategy.

Vietnam, which continued in its membership in the U.N. Commission on Human Rights, maintained an edgy relationship with UNHCR. In February, Vietnamese officials interfered with and then barred UNHCR officials from conducting site visits in the Central Highlands, despite the tripartite agreement for voluntary repatriation of Montagnard refugees.

In August, the U.N. Human Rights Committee issued its concluding observations in regard to Vietnam's report on its implementation of the International Covenant on Civil and Political Rights. The committee expressed concerns about reports of harassment and detention of religious leaders; restrictions on public meetings, demonstrations, and freedom of expression; the situation of ethnic minorities; capital punishment; prison conditions; the continued application of administrative detention under decree 31/CP; and the lack of an independent judiciary.

The U.N. special rapporteur on disability visited Vietnam in September. He commended the government's policies in regard to disabled people but called for more active implementation of rehabilitation, education, and employment programs.

ASIA AND AUSTRALIA

Relations with China thawed a bit with the February visit of Chinese President Jiang Zemin to Vietnam. Jiang praised the improvement in political and economic ties between the two countries. The visit came amidst a criticism from dissidents about controversial border agreements between Vietnam and China.

Relations with Cambodia remained cooperative. During a February visit to Phnom Penh by the Vietnamese deputy prime minister, Cambodia and Vietnam agreed to implement a repatriation agreement calling for return of all Montagnard refugees to Vietnam by April 30. Cambodian border police reportedly cooperated with Vietnamese officials in forcibly deporting hundreds of Montagnard asylum seekers back to Vietnam during the year.

Australia held its first human rights dialogue with Vietnam in June in Hanoi. The Australian government reportedly raised concerns about arbitrary detention, freedom of association, and capital punishment.

EUROPEAN UNION

The European Union remained Vietnam's third largest donor. In talks with Prime Minister Phan Van Khai in Brussels in September, the European Commission president expressed E.U. support for increased bilateral trade and Vietnam's membership in the World Trade Organization, while raising concerns about human rights and religious freedom. In July, the Swedish International Development Cooperation Agency approved a three-year U.S.$840,000 study on corruption in national and local government.

In April, the European Parliament issued a resolution about treatment of the highlanders in Vietnam and closure of the refugee camps in Cambodia. Hanoi-based E.U. diplomats conducted several short visits to the Central Highlands, although they were reportedly denied access to highlanders in detention and refugees who had been repatriated from Cambodia.

UNITED STATES

Bilateral political and economic relations between the United States and Vietnam continued to slowly improve, despite Vietnam's strong reaction to U.S. pressure on human rights and religious freedom. In April, Vietnam reacted defensively to the annual report of the U.S. Commission on International Religious Freedom (USCIRF), which condemned Vietnam's "grave violations" of religious freedom and designated it as a country of particular concern. A USCIRF delegation, which visited Vietnam in March, expressed concerns about the detention of religious dissidents and the government's suppression of both unregistered as well as officially recognized religious organizations. In August, the U.S. ambassador for religious freedom visited Vietnam.

In September, the U.S. pledged up to $20 million for a five-year plan to reduce the rate of HIV/AIDS in Vietnam among high-risk groups. In announcing the grant, U.S. Ambassador Raymond Burghardt stressed that HIV/AIDS is a virus, and not a "social evil."

In April, Vietnam's state media called the U.S. offer to resettle Montagnard refugees from Cambodia a "scheme to sabotage repatriation, ignite a new rash of illegal border crossings and cause instability in both the Central Highlands and throughout Vietnam." Burghardt visited the Central Highlands in late March, where he discussed land rights issues with local people and explored aid and investment opportunities for the United States.

During the annual U.S.-Vietnam human rights dialogue, conducted in Hanoi in November, the U.S. proposed that Vietnam open up access to the Central Highlands, release political prisoners, and authorize return visits by the U.N. special rapporteurs on religion and ethnic minorities, and by the U.N. Working Group on Arbitrary Detention. Few concrete commitments were secured.

Hàng xuất khẩu hàm lượng chất xám thấp 09/11/2004 10:52:06 PM GMT +7 Nếu loại trừ yếu tố tãng giá thì kim ngạch xuất khẩu sẽ thấp hơn hàng tỉ USD so với con số công bố

Báo cáo của Chính phủ cho thấy, ðến nay kim ngạch xuất khẩu của cả nước ðạt 21,331 tỉ USD, tãng 28,1% so với cùng kỳ nãm trước.

Tuy nhiên, trong số ðó hơn một nửa nhóm hàng chủ yếu xuất nguyên liệu thô, hàm lượng chất xám ít và những mặt hàng công nghiệp tỉ lệ nội ðịa thấp nên kim ngạch xuất khẩu tuy tãng trưởng khá cao nhưng chưa bền vững.

Lạc quan... dè dặt

Theo nhận ðịnh của một số chuyên gia, sở dĩ giá trị xuất khẩu tãng cao là ngoài sự nỗ lực của toàn ngành còn có thêm yếu tố tãng giá hàng hóa. Trong 23 nhóm hàng xuất khẩu, có nhiều loại sản lượng xuất khẩu nãm nay giảm hoặc tãng ít so với cùng kỳ nãm trước nhưng nhờ tãng giá trên thị trường thế giới nên giá trị thương mại tãng cao. Dầu thô là mặt hàng chiến lược, 10 tháng ðầu nãm xuất 16,281 triệu tấn, so với cùng kỳ nãm trước chỉ tãng 14,5% về lượng nhưng lại tãng 48,6% về giá trị. Nếu loại trừ yếu tố trượt giá thì kim ngạch dầu thô giảm ði 1,07 tỉ USD (tức còn 3,590 tỉ USD). Mặt hàng gạo cũng vậy, từ ðầu nãm ðến nay các doanh nghiệp trong cả nước ðã xuất 3,485 triệu tấn, ðạt kim ngạch 817 triệu USD. Ðã có một số lớn gạo xuất khẩu bị hố giá, tổn thất hàng chục triệu USD, nhưng nhờ nhu cầu gạo trên thị trường thế giới tãng cao, nên tuy lượng gạo xuất giảm 5,4% so với cùng kỳ nãm trước nhưng giá trị lại tãng 17,9%. Loại trừ yếu tố tãng giá thì kim ngạch gạo sẽ giảm 124 triệu USD. Tương tự có nhiều mặt hàng khác như than, cao su, hạt ðiều... có sản lượng giảm hoặc tãng rất ít nhưng nhờ giá xuất cao nên kim ngạch xuất khẩu tãng lên. Như vậy, nếu loại trừ yếu tố trượt giá thì kim ngạch xuất khẩu thực hiện sẽ thấp hơn hàng tỉ USD so với con số công bố. Vì vậy khi phát biểu với báo chí, Phó Thủ tướng Vũ Khoan cho rằng xuất khẩu của VN ðang l”ạc quan... dè dặt”.

Giá gia công... “bèo”

Trong tổng kim ngạch xuất khẩu nói trên, thành phần kinh tế ðầu tư nước ngoài (ÐTNN) chiếm tỉ trọng 55%, trong nước 45%. Do thiếu các ngành công nghiệp phụ trợ nên ða số các công ty ÐTNN làm hàng xuất khẩu ðều phải nhập khẩu nguyên liệu, vì vậy hàm lượng nội ðịa Việt Nam trong hàng xuất khẩu rất thấp. Ông Nguyễn Vãn Minh, Phó Trưởng Phòng Quản lý Xuất nhập khẩu, Ban Quản lý các KCX-CN TPHCM cho biết, qua khảo sát, phân tích kim ngạch xuất khẩu của các công ty ÐTNN trong 2 KCX Tân Thuận và Linh Trung thì giá trị gia tãng nội ðịa chỉ chiếm 28,6%, còn 71,4% là giá trị nguyên phụ liệu nhập từ nước ngoài.

Ðối với doanh nghiệp (DN) trong nước, hai ngành hàng ðạt kim ngạch lớn là may mặc và giày dép xuất khẩu. Tuy ðạt giá trị 5,879 tỉ USD nhưng vì chủ yếu gia công, nguyên liệu nhập khẩu nên tỉ lệ ngoại tệ ròng mang lại cho DN ít. Ông Diệp Thành Kiệt, Tổng Thư ký Hội Dệt may thêu ðan TPHCM, cho biết nếu DN gia công theo chỉ ðịnh của khách hàng thì giá trị gia tãng (gồm: phụ liệu mua trong nước, tiền lương, khấu hao tài sản, tiền thuế, tiền lãi...) tổng cộng chỉ ðược 20% trên ðơn giá thỏa thuận. Giá này khách hàng ðã khảo sát thị trường tỉ mỉ nên ðơn giá gia công rất “bèo”. Nếu DN làm tốt và gặp khách hào phóng thì có thể ðược thưởng thêm khoảng 2,5%. Còn làm hàng ðể tự xuất khẩu bán theo giá FOB thì ngoài 20% giá trị nội ðịa, DN có thể lãi thêm 10% trên giá xuất. Tuy nhiên, phương thức này chứa nhiều rủi ro như: thị trường các nước phát sinh những hàng rào kỹ thuật mới, DN thực hiện giao hàng trễ, nguồn nguyên liệu nhập khẩu về chậm... Các yếu tố rủi ro này DN phải gánh chịu nên có thể dẫn tới thua lỗ. Vì vốn nhỏ, kinh nghiệm thương trường thiếu nên ðể phòng thân ða số các DN chọn phương thức gia công.

Nhưng có thể làm tốt hơn, có thể tăng trưởng cao hơn được không? Đây lại là một câu hỏi trong kinh tế học. Tôi có thể trả lời vắn tắt như thế này: giới hạn trần của tăng trưởng kinh tế thường là 10%/năm. Quá giới hạn đó là tăng trưởng quá nóng, rất dễ xảy ra khủng hoảng kinh tế. ?????????????????

Tại sao là 10 % mà không là 15 %. Con số 10 % này áp dụng cho mọi nước trên thế giới không phân biệt BIP hiện thời của nước đó, không phân biệt dân trí của nước đó ??

Mười nãm gắn với các tổ chức phi chính phủ nước ngoài 22:23', 10/11/ 2004 (GMT+7) Sáng 11-11-2004 tại TP Cần Thơ diễn ra Hội nghị “Hợp tác với các tổ chức phi Chính phủ nước ngoài” (TC PCPNN) với sự tham gia của ðại diện lãnh ðạo Liên hiệp các tổ chức hữu nghị Việt Nam; ðại diện các TC PCPNN có dự án tài trợ tại TP Cần Thơ và các tỉnh ðồng bằng sông Cửu Long. Ðồng chí Phạm Phước Như – Phó Chủ tịch Thường trực UBND TP Cần Thơ chủ trì hội nghị.

Ðồng chí Nguyễn Thị Cẩm Hồng - Chủ tịch LHCTCHN TP Cần Thơ với các bạn quốc tế. Như ðồng chí Lê Vãn Bàng – Thứ trưởng Bộ Ngoại giao ðã khẳng ðịnh: “Hoạt ðộng viện trợ của các TC PCPNN ðã góp phần tích cực vào thành tựu chung, làm giảm bớt những khó khãn kinh tế – xã hội ở những vùng có dự án, ðặc biệt là xóa ðói giảm nghèo và phát triển bền vững”.

Trong giai ðoạn 1993 – 2003, các TC PCPNN ðã giúp Việt Nam trên 800 triệu USD, góp phần hỗ trợ ðầy ý nghĩa cho những người khuyết tật, người nghèo, ðồng bào dân tộc, phụ nữ, trẻ em… ở vùng sâu, vùng xa, xây dựng ðược hàng ngàn cãn nhà vượt lũ, tránh bão; ðóng khoảng 100.000 cây nước sạch. Hội nghị “Hợp tác với các TC PCPNN” sẽ tập trung thảo luận về các chuyên ðề phát triển nông thôn bền vững, giải quyết việc làm, giáo dục, y tế. Hội nghị sẽ kết thúc vào trưa ngày 12-11-2004.

*10 nãm qua, quan hệ giữa Việt Nam và các tổ chức phi chính phủ nước ngoài (TCPCPNN) ðã có những bước phát triển sâu rộng! Ðặc biệt, sự gia tãng về số lượng các tổ chức tham gia, giá trị viện trợ, số dự án, các lĩnh vực hợp tác ðã ðem lại những hiệu quả kinh tế – xã hội tốt ðẹp.

Các chính sách ưu ðãi và sự phát triển về KT-XH của Việt Nam ðã ngày càng tạo ðiều kiện thuận lợi cho hoạt ðộng của các TCPCPNN tại Việt Nam. Nãm 1993, Việt Nam có quan hệ với 185 TCPCPNN thì ðến nãm 2004 ðã tãng lên thành 500 (tãng gần 300%). Trong ðó có khoảng 400 tổ chức có chương trình hợp tác và dự án thường xuyên với các ðối tác cụ thể của Việt Nam. Theo thống kê chưa ðầy ðủ, trong 10 nãm (1993- 2003), các TCPCPNN ðã tài trợ hàng ngàn dự án ở các qui mô khác nhau. Có tổng giá trị giải ngân trên 800 triệu USD và riêng nãm 2004 ðã vượt con số 100 triệu USD.

Trả lời trước của anh cho tôi biết anh chưa học qua kinh tế học. Trả lời lần này cho tôi biết anh cũng không thể là một bác sỹ được. Khi gặp một hiện tượng, một bác sỹ bao giờ cũng phải xem xét hiện tượng, chẩn đoán nguyên nhân, rồi mới kê đơn thuốc.

Đằng này anh chưa hiểu về hiện tượng, chưa thông về nguyên nhân, bụp một cái, anh đưa ra đơn thuốc. Tôi mà là bệnh nhân thì thà tôi tự ngồi thiền chữa bệnh, còn hơn theo cái đơn thuốc của anh.

Một bác sỹ bao giờ cũng phải xem xét hiện tượng : bác liền tuột quần xem xét thằng nhỏ ,bác thấy thằng nhỏ sốt ,đỏ rực và chảy nước giãi tùm lum .

Chẩn đoán nguyên nhân : bác suy nghĩ và đoán là thằng nhỏ đói .

Rồi mới kê đơn thuốc : bác liền gọi thằng công an Hoàn cấp tốc hụ còi đón Nông thị Xuân khẩn cấp cho bác .

ĐM ,làm kinh tế quốc gia mà không có kế hoạch ,không nghiêm cứu thị trường ,không có vốn ,không có chuyên viên máy móc mà còn nói phét ,nội vụ cá basa ,tôm ,cà phê ,tiêu hột ,trà làm dân lỗ vốn te tua thì lại đổ thừa tư bản chơi xấu ,kỳ thị . . . .

Anh Hoang Vietnam nói đúng, chúng tôi không phải chuyên gia về kinh tế hoặc y-tế, vì đây là một diễn đàn tranh luận chính trị, chúng tôi bàn cãi về chính trị, chúng tôi lập luận để bẽ gẫy ý đồ tuyên truyền của cộng sản trên phương diện chính trị dù rằng đề tài đó nói về kinh tế hay y khoa, chính trị là bao gồm tất cả cơ mà.

Rất tiếc sau khi đọc đề tài của anh, tôi đã cố gắng nhưng không tìm ra được một bài đã post trong forum này đã khá lâu, về việc một phóng viên của - dường như của tờ kinh tế Á Châu - phỏng vấn một tiến sĩ kinh tế ở VN về " thực chất " của tốc độ phát triển kinh tế VN. Ông ta trả lời tựa như thí dụ của tôi nêu trên, bài phỏng vấn này được đăng tải lên các website báo điện tử hải ngoại vào thời gian đó, nhưng chắc chắn không được đăng tải trong nước.

Tô phở ở ngoài bắc rẻ hơn tô phở trong nam 300 lần vào năm 1975, tốc độ phát triện kinh tế VN đứng hàng thứ 4 trên thế giới vào năm nay. Đó là sự thật. Và những sự thật này đã được những phù thủy cộng sản nói ra với một dụng ý tuyên truyền, mập mờ đánh lận con đen, dễ làm cho người nghe thiếu phân tích đễ lọt vào cái bẫy tuyên truền gỉa dối, tưởng lầm miền bắc XHCN va VN đã thịnh vương, thật sự trái lại là khác.

Chúng tôi không khinh bỉ VN nghèo, chúng tôi đập tan dụng ý mập mờ của cộng sản.

Xin kể cho Hoang Vietnam nghe một " phong trào " có thật 100%, cộng sản đã thuật lại đúng sự thật, hoàn toàn không sai lạc, nhưng có dụng ý tuyên truyền lếu láo, người nghe không biết phân tích dễ mắc bẫy, cứ tưởng VN dưới chế độ cộng sản thì vô cùng ấm no, hạnh phúc:

Sau những đợt cho Việt Kiều hải ngoại về nước đầu tiên, các cán bộ cộng sản rêu rao những mẫu chuyện như thế này :

" các Việt Kiều ai ai cũng công nhận là vật giá ở VN rẻ hơn Mỹ, 1 con gà ở Mỹ giá 5 dollars, còn 1 con gà ở VN gía chỉ có 3 dollars..'

Đúng quá đi chứ anh Hoang Vietnam nhỉ, thưc tế kinh tế mà !

Thực tế kinh tế nhưng mập mờ tuyên truyền " sai trái " chính trị. Làm như thể VN dưới chế độ Cộng sản ấm no hơn Mỹ vậy.

Một người không thành thạo kinh tế ( như tôi chảng hạn ) nhưng đã dùng lập luận chính trị để bẽ gẫy ý đồ đen tối cộng sản bịp bợm dân đen như thế này:

Một công nhân hạng bét ở Mỹ, lương $US 5/ hour thừa sức mua 1 con gà 5 $US để ăn vã

còn một người công nhân hãng bét ở VN thời đó - như một thợ hồ - lương chưa tới $vn 15.000/ ngày, làm sao có khả năng dám mua một con gà giá 3 dollars = 45.000 VN$ để cả nhà ăn ?

như vậy đời sống kinh tế nơi nào ấm no hơn ?

Cộng sản nổi tiếng về thũ đọan tuyên truyền, và những người thành thật vẫn dễ bị lừa.

Xin nhắc với các anh rằng tăng trưởng ở đây là GDP per capita, thành ra bao nhiêu nhà máy trên đầu người đã được tính vào rồi. Anh nông đứt mạch mang ra tính lại là sai.

Vật giá cao hay không thì phải tùy xem nhập khẩu chiếm bao nhiêu phần trăm thị phần. Nếu như anh ăn gà ta không chế xuất và từ chợ quê ra thì chỉ có 7000đ một con. Một sự thật không thể phủ định được là vật giá VN cao hơn nước ngoài là vì những mặt hàng VN nhập khẩu, máy móc và công nghệ, đều đắt hơn những mặt hàng VN xuất khẩu. Sự chênh lệch này kéo mức sống của người dân VN lên cao.

Nếu bỏ đi mốc trên thì ta thấy VN và Mỹ không mấy khác nhau. Ăn bát phở ở Mỹ tốn 10 đồng+tip+thuế thu nhập rất cao làm cho thực giá tăng, trong khi giá trên giấy tờ thì giá vẫn như cũ. Ở VN ăn phở nổi tiếng nhất nhì SG cũng chỉ tốn 1 đồng mà không có tip, thuế thu nhập hầu như không có làm cho thực giá thấp hơn.

Sự khác biệt rõ ràng nhất giữa vật giá VN và Mỹ là ranh giới hàng hóa và dịch vụ. Ở Mỹ vận dụng tài nguyên máy móc vô tận, lại nhập khẩu hàng rẻ từ TQ + outsourcing việc làm ra nước ngoài thành ra hàng mass-production rẻ thủng trời. Nhưng đi hớt tóc vớ vớ vẩn vẩn, một dịch vụ, thì lại tốn 10-20đô+tip. Ở VN thì ngược lại, điểm mạnh của ta không phải là máy móc mà là giá nhân công thấp, cho nên hàng hóa, nhất là hàng công nghệ cao mà ta không s/x được, rất đắt, nhưng dịch vụ thì lại rất rẻ.

TT - Tạp chí Time của Mỹ số đề ngày 22-11 đã công bố những thành phố được tờ báo này bình chọn là “Tốt nhất châu Á”. Trong đó Hà Nội được tặng danh hiệu “Thành phố tốt nhất cho tài năng hội họa” (Best city for a budding painter).

Ký giả Kay Johnson viết: “10 năm trước một bức tranh được bán với giá rất rẻ: 100 USD. Nhưng bây giờ giá của nó có thể lên đến 30.000 USD, một con số đầy khích lệ với những họa sĩ tương lai. Họa sĩ nước ngoài cũng bị quyến rũ bởi thành phố đầy sức hút và mức sống không đắt đỏ này. Bradford Edwards một họa sĩ Mỹ có nhà tại Hà Nội, cho biết: “Bạn có thể ghé vào nhà của các họa sĩ để uống trà đàm đạo”. Bài bình chọn này còn nhắc đến việc cựu tổng thống Bill Clinton và danh ca Mick Jagger khi đến Hà Nội cũng đã ghé thăm một trong số hơn 250 phòng tranh của thủ đô VN.

Danh sách này của Time còn có một số điểm đến khá thú vị: đường Temple ở Hong Kong là nơi chơi cờ lý tưởng nhất; danh hiệu nhà sách tốt nhất thuộc về Eslite ở Đài Loan; thức ăn lề đường ngon nhất là ở Penang, Malaysia; bữa ăn lãng mạn nhất là ở khu chợ nổi thuộc vùng Kashmir...

Mấy chú Việt kiều rất dở hơi ở chỗ cứ so sánh Việt nam với Úc, với Mỹ rồi bảo người ta kém. Các chú phải biết là Việt nam bây giờ so với Thái với Malaysia cũng còn kém xa. Lỗi ấy tại ai? Tại bọn Ngụy các chú ngày xưa hèn nhát, kém cỏi chứ còn tại đéo ai nữa? Nước mình mà đéo biết giữ, chạy vãi cứt ra, bây giờ đứng từ xa chửi ông ổng chỉ càng chứng tỏ là các chú là 1 lũ tiểu nhân, vô dụng thôi. Các chú tỉnh ngộ lại đi, đừng suốt ngày nếu thế này, nếu thế kia nữa, nghe ngứa dái lắm. Sự thể nó đã thế rồi? Việt nam vào thời điểm năm 1980 nằm trong 10 nước nghèo nhất thế giới. Bây giờ tiến bộ vượt bậc như thế là khá quá còn đéo gì nữa? Phát triển nhanh hơn nữa thế nào được. He led the reader to believe that at the time no one even suggested a bloodbath was happening in Vietnam, when we all knew something terrible was happening in Vietnam, and some people most certainly did suggest a bloodbath was under way. In particular Le Thi Anh accused the North Vietnamese regime of committing a bloodbath in the course of their pacification of South Vietnam.

It is two years ago this month since the communists overran South Vietnam. When Saigon first fell there was much speculation in the west about the likelihood of a bloodbath; as the months passed, however, and there was little news the speculation began to taper off Now two years later, Vietnam and its people have vanished almost completely from the American consciousness. Those once actively concerned about the war both doves and hawks, share a common interest in forgetting that faraway land of so many unpleasant memories.

U.S. antiwar groups don’t want to be reminded of Vietnam for fear of having to admit that their marches, demonstrations and successful cut- the-aid campaign resulted in death or detention for thousands of South Vietnamese, many of whom were their partners in non- Communist opposition to President Thieu

U.S. officials also are anxious to contain unhappy news from Vietnam, because it will reveal how inadequate the American evacuation program was, as well as how the U.S. failed its allies. According to Frank Snepp, a CIA analyst who served in Saigon, the American Embassy wasn’t able to destroy its top- secret files during the frantic evacuation, and among the: information that fell into Communist hands was a list of 30,000 Vietnamese who had worked in the Phoenix program, a U.S.-sponsored operation responsible for the elimination of thousands of Communist agents. A full report on the massacre of those 30,000 Phoenix cadres is said to have. reached the desk of the French ambassador to Saigon by late 1975; he communicated it to . Washington. where nothing was done with it.

The American media also seem to want forget Vietnam. Scores of former concentration camp inmates•Vietnamese who escaped not in April 1975 but after the Communists had been in power a while•have arrived in the United States. but they get very little attention from the press. (Although this was recently remedied somewhat when Jean Lacouture’s horror story of life in present-day Cambodia and Father Andre Gelinas’ account of life in South Vietnam after the takeover were reprinted in The New York Review of books

At the time Saigon fell, most people in the West assumed that if there were a bloodbath it would have to be motivated by anger, by the Communists’ desire for revenge and retaliation. Since none of those emotions was detected in the North Vietnamese rulers and their well disciplined troops as they marched into Saigon, onlookers concluded that there would be no bloodbath•QED, Senator McGovern scoffed’ at the Ford Administration for its predictions. “It’s. ridiculous” he said, “to believe that Mme Binh is going to murder her compatriots.” The Senator was right: Mme Binh was not going to murder anyone. The Communist system itself took on the job.

THE BLOODBATH is motivated not so much by hatred or revenge as by the necessity for the Communist system to purge itself of undesirable elements From a Marxist viewpoint political purge is a necessity in order to achieve political purity, a precondition to the building of socialism. Political purity ensures single mindedness, which in turn achieves high efficiency. The Vietnamese Communists, as they showed in their conduct of the war, are doctrinaire single minded, efficient. But not until all Vietnamese•men, women, and children think the Communist way will political purity be achieved for the new nation as a whole. This is why indoctrination ”re-education” as they call it• is of prime importance. For those who are too old or too stubborn to change elimination is the only alternative.

Seen in its proper context, the bloodbath is only one of the three columns holding up the structure known as One Red Vietnam. Those three columns are reunification, with Hanoi as the capital; full scale Marxist revolution in the South and political purge, i.e., bloodbath. This program was not ready to be put into effect immediately following the takeover. Hanoi was in a position to take the South militarily but not to turn it Communist overnight. A blood bath in the aftermath of the takeover would have served no purpose except to unleash emotions: but the Communist system as no place for real emotions it is machine which expertly creates synthetic emotions, such as; hatred of U S. imperialists, for its own ends No Vietnamese I know was surprised that a bloodbath did not occur immediately after the Communist victory. A bloodbath at that time would have been counterproductive, under the glare of international publicity and scrutiny thousands of foreigners, including scores of foreign correspondents, were still in Saigon all of them watching the behavior of the victorious troops. The press•and the world•wanted to see how this long bitter war would end. Hanoi wanted money for reconstruction and did not wish to jeopardize chances of getting aid by an early and spectacular massacre that would have awakened the conscience of the Free World.. 1f Hanoi is to get American aid, it must rely on those same elements in American society that fought against The Vietnam War so effectively; it must get them to work American public opinion and the U.S. Government around to such a course. And those elements do not like hearing about bloodbaths.

Hanoi has other reasons besides the obvious economic ones for wanting U.S. aid: It hopes to avoid total reliance on either the USSR or China; and it views U.S. reparations as the final; step in the humiliation of America. Thus, for all these reasons, the bloodbath had to be delayed: However, in March of 1976•a year ago•the bamboo curtain began to come down.

All foreign correspondents, news agency reporters, and UN and Red Cross representatives were ordered to leave Saigon (now Ho Chi Minh City before May 8, 1976. On June 10 th , both Hanoi and Saigon announced that 12 categories of people would face trial by “people’s tribunals” Among those to be "severe1y punished”: the “lackeys. of U.S. imperialism" those veterans of Thieu’s ‘ "puppet regime” who failed repent their “crimes” and those who "owed blood debts" to the people; and the "past and present enemies of the government and revolution" (This is not the first appearance in Vietnam of peop1e’s tribunals. North Vietnamese refugees vividly remember that from 1956 to 1959, people’s tribunals using denunciation ion and torture, were responsible for 200,000 deaths in the North.)

Meanwhile, the regime had already started setting up its “re- education camps" and new economic areas,”

Thousands of urban Vietnamese families have been forced to sell their homes and start over again in new economic areas ere even the basic necessities are lacking. (Hence corruption, once thought of as a Thieu trademark, is flourishing: a new mandarin class has emerged ready to sell anything from a place in a fertile new economic area to a visa to France

In all, some 300,000 people are being detained in re-eucation camps which are in no way similar to the show camps set up for the benefit of visiting dignitaries an foreign reporters. (TheWashington Post story of February 15 was based on a visit to such a show camp.)

One out every three Saigon families has a member in one of the camps, according to French journalist Jean Lacouture, who made an automobile trip from Hanoi to Saigon in 1976. After a visit to a new economic area for former Saigon near Phan-Thiet, Lacouture wrote that it was “a prefabricated hell and a place one comes to only if the alternative to it would be death."

Camps for former officers and functionaries of the Saigon government are usually located in malaria infested jungle areas. Thousands of camp inmates have died from lack of food, medicine, or clothing. Thousands have committed suicide some have been secretly liquidated, others perish through staged “accidents”: For example, former officers are forced to de-activate minefields with their bare hands, so the regime will not have to waste valuable bullets on them.

After the officers had mostly “been taken care of, it was the turn of the intellectuals some 2,500 of whom were sent to re-education camps. Among them are journalists, authors, scholars, professors, Western- educated technicians, student leaders, “Third Force" leaders. The list of prominent Vietnamese now either in prison or in concentration camps includes Catholic Bishop Nguyen Van Thuan; a 72- year-old Hoa- Hao Buddhist leader, Luong Trong Tuong; and 17 members of his family Harvard-educated Tony Nguyen Xuan Oanh; lawyer Tran Van Tuyen. Meanwhile, a new means of breaking up armed resistance against the regime has been added to this already formidable arsenal: on December 16, Premier Pham Van Dong spoke to the Fourth Communist Party Congress in Hanoi announcing that one million South Vietnamese would be deported to the North, in a five year population shift.

A Vietnamese woman journalist who escaped afier 16 months under communist rule has had no news of her husband, a police officer who detained a re-education camp; she believes he either is dead or has been deported to a labor camp in the North. Her case is typical. There is no conciliation no forgiveness, no leniency only a carefully’ concealed massive political purge:

Father Andre Gelinas, a Vietnamese speaking Jesuit. priest who was recently expelled from Saigon, says that as many as 20,000 Vietnamese have committed suicide sicne the Communists took over. In the article that New York Review reprinted Gelinas writes that one former policeman killed his ten children his wife and his mother in law and then killed himself. One father, after explaining it was necessary to put an end to their torment, passed out poisoned soup to his family. Twelve monks and nuns immolated themselves by fire at their Duoc-Su pagoda, in PhungHiep, Can-Tho on November 2, 1975 to protest religious persecutions,

Scores of eyewitnesses flee SouthVietnam by boat every month. Huynh Tran Duc’s. account is worth special attention. Duc is a young Vietnamese graduate of the French Ecole des Hautes Etudes Commerciales and Columbia University. When Saigon was “liberated,” he left his Pan Am job and his American sweetheart and went home to serve under the new regime. He finally bribed his way out and escaped to Australia deeply disillusioned with the liberation he had actively supported until he saw it with his own eyes. His day by day account, Diary of a Liberated Man, written in English, was translated into French by Brigitte Friang and published in her book Le Mousson de la Liberté (Plon). Here is an exerpt from his entry for July 7, 1975

A convoy of 150 former Saigon officers was massacred en route to a re- education camp, except one who feigned death. Four U.S. trucks driven by ARVN [North Vietnamese Army] drivers; all the officers were blindfolded with their hands tied behind their backs. The trucks were preceded by an armored car and a tank and followed by the same. Suddenly, in the ink dark of the of the countryside night, the leading tank and armored car sped up and the following tank and armored car opened fire on the convoy. The wounded were dispatched in place. All the prisoners were killed, except one who was saved by the local populace. And it was he who reported the massacre. This was a North Vietnamese version of the Katyn massacre of 1939 in which the Russians shot 4500 captured Polish officers. The official story was that the convoy was mined by rebels. Ten days before, another convoy of high-ranking officers left Cholon under the same conditions by night, hands tied, blind Wives don’t know what has become of them.

In its January 24, 1977 issue, the weekly Trang-Den , published in Glendale,, California, carried photographs and a handwritten letter from the widow of Lieutenant Pham Mai, who perished during an anti- Communist attack on the Long-Giao concentration camp in Long Khanh province on the night of April 24, 1976 the Phu-Quoc Quan (National Recovery) forces attacked the camp and liberated a number of inmates. The remaining were machine-gunned by camp authorities

In view of the above it seems incredible that the United States could be considering a program - of aid to Vietnan U.S. dollars most certainly will not help the Vietnamese people: all they can do is provide the government with more bullets. U.S. aid must be tied to respect for human rights: in this case, the prior release of 300,000 former military and political opponents of the Hanoi government. The people of South Vietnam too have their missing in action.

Phải nói thật một lần nữa cho dù sự thật mất lòng: các bác Việt kiều ở đây có rất ít, nếu như có, kiến thức về những chỉ tiêu chính để đo lường trình độ phát triển của một quốc gia. Đây dĩ nhiên không phải là một khuyết điểm. Nhưng khi các bác bàn về chính trị, các bác phê phán một dân tộc, các bác cho rằng cả cái dân tộc đó đang dốt nát đi sai đường, và đang chết đói hoặc đói đến chết, thì kể ra các bác cũng nên chú ý tới những chỉ tiêu cơ bản như: GDP; GDP/ đầu người, PPP, PPP đầu người, gross investment, FDI, HDI, poverty rates v.v. để các bác có thể có một cái cách nhìn, một cách đánh giá đúng hơn. Tất nhiên các bác không phải là các nhà kinh tế, nhưng nói chuyện chính trị, nói chuyện nghèo nàn, lạc hậu, mà các bác không nói chuyện kinh tế thì nói thật tôi không thể chấp nhận nổi. Xem Bush và Kerry tranh luận chính trị vừa qua, có bao nhiêu phần là về kinh tế, thương mại và việc làm?

Những lý luận của bác Thích đủ thứ gì đó và một loạt các bác khác, tôi nói thật, là rất ít ý nghĩa. Nếu bác để ý tới GDP per capital hoặc PPP per capital thì bác sẽ chẳng phải đưa ra những lập luận bế tắc như vậy.

Để cho các bác có một cơ sở khoa học để tranh luận, đầu tiên tôi xin trả lời câu hỏi: "Việt Nam đứng ở đâu trên bản đồ nghèo đói của thế giới" qua số liệu của CIA, Mỹ ở một thread khác.

Xây cứt gì đâu, chú giở sách ra xem lại xem Mỹ nó đổ bao nhiêu tiền của vào Miền nam VN? Có phải các chú tự làm ra đâu? Bọn Mỹ nó bảo bọn VNCH ngày xưa bất tài, vô dụng, chỉ biết ăn bám, đéo làm được cái gì ra hồn, đến đánh nhau cũng phải nhờ lính Mỹ, bom đạn Mỹ.

South Vietnam: Worthy Ally

General Creighton Abrams thought the Vietnamese people were worth the heavy price of the war. by Lewis Sorley

Americans know very little about the Vietnam War, even though it ended just over a quarter century ago. That is in part because those who opposed the war have seen it as in their interests to portray every aspect of the long struggle in the worst possible light, and indeed in some cases to falsify what they have had to say about it. This extends from wholesale defamation of the South Vietnamese and their conduct throughout a long and difficult struggle, to Jane Fonda's infamous claim that repatriated American prisoners of war who reported systematic abuse and torture by their captors were "liars" and "hypocrites."

I would like to speak to selected aspects of the war primarily having to do with the South Vietnamese, beginning with some of the many contrasts between the earlier and later years of major American involvement in the Vietnam War. In shorthand terms, the earlier years began with the introduction of American ground forces in 1965 and continued through a change of command not long after Tet 1968. The later period stretched from then through withdrawal of the last American forces in March 1973.

During the earlier years, with General William C. Westmoreland in command, the American approach was basically to take over the war from the South Vietnamese and try to win it militarily by conducting a war of attrition. The theory was that killing as many of the enemy as possible would eventually cause him to lose heart and cease aggression against the South. This earlier period was also characterized by recurring requests for more American troops to be dispatched to Vietnam, resulting in a peak commitment there of some 543,400.

In prosecuting this kind of war, General Westmoreland relied on search-and-destroy tactics carried out by large-scale forces, primarily in the deep jungles. Those tactics succeeded in their own terms--over the course of several years the enemy did suffer large numbers of casualties, horrifying numbers, really--but the expected result was not achieved. Meanwhile, given his single-minded devotion to a self-selected war of attrition, Westmoreland pretty much ignored two other key aspects of the war--pacification, and improvement of South Vietnam's armed forces.

Following the enemy's offensive at the time of Tet 1968, General Creighton W. Abrams replaced Westmoreland and brought to bear a much different outlook on the nature of the war and how it should be prosecuted. Abrams stressed "one war" of combat operations, pacification, and upgrading South Vietnam's armed forces, giving those latter two long-neglected tasks equal importance and priority with military operations.

Operations themselves also underwent a dramatic change. In place of "search and destroy" there was now "clear and hold," meaning that when Communist forces had been driven from populated areas, those areas were then permanently garrisoned by allied forces, not abandoned to be reoccupied by the enemy at some later date. Greatly expanded South Vietnamese Territorial Forces took on that security mission. Major General Nguyen Duy Hinh said that "expansion and upgrading of the Regional and Popular Forces" was "by far the most important and outstanding among U.S. contributions" to the war effort. Lieutenant General Ngo Quang Truong viewed these forces as "the mainstay of the war machinery," noting that "such achievements as hamlets pacified, the number of people living under GVN [Government of Vietnam] control or the trafficability on key lines of communication were possible largely due to the unsung feats of the RF [Regional Forces] and PF [Popular Forces]."

The nature of operations also changed in the later years. Large- scale forays deep into the jungle were replaced by thousands of small-unit ambushes and patrols, conducted both day and night, and sited so as to screen the population from enemy forces. Pacification was emphasized, and particularly rooting out the covert enemy infrastructure that had through coercion and terror dominated the populace of South Vietnam's villages and hamlets.

Body count was no longer the measure of merit. "I don't think it makes any difference how many losses he [the enemy] takes," Abrams told his commanders in a total repudiation of the earlier approach. In fact, said Abrams, "In the whole picture of the war, the battles don't really mean much." Population secured was now the key indicator of success.

Contrary to what many people seem to believe, the new approach succeeded remarkably. And, since during these later years American forces were progressively being withdrawn, more and more it was the South Vietnamese who were achieving that success.

During the period of buildup of U.S. forces in Vietnam, many observers--including some Americans stationed in Vietnam--were critical of South Vietnamese armed forces. But such criticisms seldom took into account a number of contributing factors. American materiel assistance in those early years consisted largely of cast- off World War II–vintage weapons, including the heavy and unwieldy (for a Vietnamese) M-1 rifle. The enemy, meanwhile, was being provided with increasingly up-to-date weaponry by his Russian and Chinese patrons.

"In 1964 the enemy had introduced the AK-47, a modern, highly effective automatic rifle," noted Brig. Gen. James L. Collins, Jr., in a monograph on development of South Vietnam's armed forces. "In contrast, the South Vietnam forces were still armed with a variety of World War II weapons....After 1965 the increasing U.S. buildup slowly pushed Vietnamese armed forces materiel needs into the background." General Fred Weyand, finishing up a tour as commanding general of II Field Force, Vietnam, observed in a 1968 debriefing report that "the long delay in furnishing ARVN modern weapons and equipment, at least on a par with that furnished the enemy by Russia and China, has been a major contributing factor to ARVN ineffectiveness."

It was not until General Abrams came to Vietnam as deputy commander of U.S. forces in May 1967 that the South Vietnamese began to get more attention. Soon after taking up his post, Abrams cabled Army Chief of Staff General Harold K. Johnson. "It is quite clear to me," he reported, "that the U.S. Army military here and at home have thought largely in terms of U.S. operations and support of U.S. forces." As a consequence, "Shortages of essential equipment or supplies in an already austere authorization have not been handled with the urgency and vigor that characterizes what we do for U.S. needs. Yet the responsibility we bear to ARVN is clear....the groundwork must begin here. I am working at it."

By early 1968 some M-16 rifles were in the hands of South Vietnamese airborne and other elite units, but the rank and file were still outgunned by the enemy. Thus Lt. Gen. Dong Van Khuyen, South Vietnam's senior logistician, recalled that "during the enemy Tet Offensive of 1968 the crisp, rattling sounds of AK-47s echoing in Saigon and some other cities seemed to make a mockery of the weaker, single shots of Garands and carbines fired by stupefied friendly troops."

Even so, South Vietnamese armed forces performed admirably in repelling the Tet Offensive. "To the surprise of many Americans and the consternation of the Communists," reported Time magazine, "ARVN bore the brunt of the early fighting with bravery and élan, performing better than almost anyone would have expected."

In February 1968, retired U.S. Army General Bruce C. Clarke made a trip to Vietnam, afterward writing a trip report that eventually made its way to President Lyndon B. Johnson. Clarke observed that "the Vietnamese units are still on a very austere priority for equipment, to include weapons." That adversely affected both their morale and effectiveness, he noted. "Troops know and feel it when they are poorly equipped."

After reading the report, LBJ called Clarke to the White House to discuss his findings. Then, recalled Clarke, "within a few days of our visit to the White House a presidential aide called me to say the President had released 100,000 M-16 rifles to ARVN." President Johnson referred to this matter in his dramatic speech of March 31, 1968. "We shall," he vowed, "accelerate the re-equipment of South Vietnam's armed forces in order to meet the enemy's increased firepower."

South Vietnam: Worthy Ally

U.S. divisions were not only better armed but also larger than South Vietnam's, resulting in greater combat capability. To the further disadvantage of the South Vietnamese, during these early years the U.S. hogged most of the combat assets that increased unit effectiveness. That included allocation of Boeing B-52 bombing strikes. Abrams noted that during the period of the North Vietnamese "Third Offensive" in August and September 1968, "The ARVN killed more enemy than all other allied forces combined." In the process, he said, they also "suffered more KIA, both actual and on the basis of the ratio of enemy to friendly killed in action." This was a function, he told General Earle Wheeler, of the fact that "the South Vietnamese get relatively less support, both quantitatively and qualitatively, than U.S. forces; i.e., artillery, tactical air support, gunships and helilift."

Under these conditions of the earlier years, criticism of South Vietnamese units was a self-fulfilling prophecy. Given little to work with, outgunned by the enemy and relegated to what were then viewed as secondary roles, South Vietnam's armed forces missed out for several years on the development and combat experience that would have greatly increased their capabilities.

In the later years of American involvement, during which U.S. ground forces were progressively being withdrawn, priority for issue of M- 16 rifles was given to the long-neglected South Vietnamese Territorial Forces, who provided the "hold" in clear and hold. As those forces established control over more and more territory, large numbers of VC "rallied" to the allied side. This reached a peak of 47,000 in 1969, with another 32,000 crossing over in 1970. Given the authorized 8,689-soldier strength of a North Vietnamese Army division, that amounted to enemy losses by defection equivalent to about nine divisions in those two years alone.

There came a point at which the war was as good as won. The fighting wasn't over, but the war was won. The reason it was won was that the South Vietnamese had achieved the capacity, with promised American support, to maintain their independence and freedom of action. This was a South Vietnamese achievement.

A crucial part of that achievement was rooting out the enemy's covert infrastructure in the hamlets and villages of rural South Vietnam. An effective campaign was developed for neutralizing members of that infrastructure, based on obtaining better and more timely intelligence and acting on it. Critics of the war denounced the ensuing Phoenix Program as an assassination campaign, but the reality was otherwise.

For one thing, captives who had knowledge of the enemy infrastructure and its functioning were invaluable intelligence assets. That provided considerable incentive to capture them alive and exploit that knowledge. Congressional investigators sent out to Vietnam to assess the program found that of some 15,000 members of the Viet Cong infrastructure neutralized during 1968, 15 percent had been killed, 13 percent rallied to the government side and 72 percent were captured. William Colby, who then coordinated the Phoenix Program and in 1973 was appointed director of the CIA, testified later that "the vast majority" of the enemy dead had been killed in regular combat actions, "as shown by the units reporting who had killed them."

During those years the South Vietnamese, besides taking over combat responsibilities from the departing Americans, had to deal with multiple changes in policy. General Abrams was clear on how the South Vietnamese were being asked to vault higher and higher hurdles. "We started out in 1968," he recalled. "We were going to get these people by 1974 where they could whip hell out of the VC-- the VC. Then they changed the goal to lick the VC and the NVA--in South Vietnam. Then they compressed it. They've compressed it about three times, or four times--acceleration. So what we started out with to be over this kind of time"--indicating with his hands a long time--"is now going to be over this kind of time"--much shorter. "And if it's VC, NVA, interdiction, helping Cambodians and so on--that's what we're working with. And," Abrams cautioned, "you have to be careful on a thing like this, or you'll get the impression you're being screwed. You mustn't do that, 'cause it'll get you mad." Among the most crucial of the policy changes was dropping longstanding plans for a U.S. residual force to remain in South Vietnam indefinitely, in a solution comparable to that adopted in Western Europe and South Korea.

In January 1972, John Paul Vann, a senior official in pacification support, told friends: "We are now at the lowest level of fighting the war has ever seen. Today there is an air of prosperity throughout the rural areas of Vietnam, and it cannot be denied. Today the roads are open and the bridges are up, and you run much greater risk traveling any road in Vietnam today from the scurrying, bustling, hustling Hondas and Lambrettas than you do from the VC." And, added Vann, "This program of Vietnamization has gone kind of literally beyond my wildest dreams of success." Those were South Vietnamese accomplishments.

When in late March of 1972 the NVA mounted a conventional invasion of South Vietnam by the equivalent of 20 divisions, a bloody pitched battle ensued. The enemy's "well-planned campaign" was defeated, wrote Douglas Pike, "because air power prevented massing of forces and because of stubborn, even heroic, South Vietnamese defense. Terrible punishment was visited on PAVN [NVA] troops and on the PAVN transportation and communication matrix." But, most important of all, said Pike, "ARVN troops and even local forces stood and fought as never before."

Later critics said that South Vietnam had thrown back the invaders only because of American air support. Abrams responded vigorously to that. "I doubt the fabric of this thing could have been held together without U.S. air," he told his commanders, "but the thing that had to happen before that is the Vietnamese, some numbers of them, had to stand and fight. If they didn't do that, ten times the air we've got wouldn't have stopped them."

The critics also disparaged South Vietnam's armed forces because they had needed American assistance in order to prevail. But at the same time, some 300,000 American troops were stationed in West Germany precisely because NATO could not stave off Soviet or Warsaw Pact aggression without American help. And in South Korea there were 50,000 American troops positioned specifically to help that country deal with any aggression from the North.

South Vietnam did, with courage and blood, defeat the enemy's 1972 Easter Offensive. General Abrams had told President Nguyen Van Thieu that it would be "the effectiveness of his field commanders that would determine the outcome," and they proved equal to the challenge. South Vietnam's defenders inflicted such casualties on the invaders that it was three years before North Vietnam could mount another major offensive. By then, dramatic changes would have taken place in the larger context.

After the Paris Accords were signed in January 1973, to induce the South Vietnamese to agree to terms they viewed as fatally flawed (the North Vietnamese were allowed to retain large forces in the South), President Richard M. Nixon told Thieu that if North Vietnam violated the terms of the agreement and resumed its aggression against the South, the United States would intervene militarily to punish them. Moreover, Nixon said that if renewed fighting broke out, the United States would replace on a one-for-one basis any major combat systems (tanks, artillery pieces and so on) lost by the South Vietnamese, as was permitted by the Paris Accords. And finally, said Nixon, the United States would continue robust financial support for South Vietnam. As events actually unfolded, of course, the United States defaulted on all three of those promises.

Meanwhile, North Vietnam was receiving unprecedented levels of support from its patrons. According to a 1994 history published in Hanoi, from January to September 1973, the nine months following the Paris Accords, the quantity of supplies shipped from North Vietnam to its forces in the South was four times that shipped in the entire previous year. But even that was minuscule compared to what was sent south from the beginning of 1974 until the end of the war in April 1975. The total during those 16 months, reported the Communists, was 2.6 times the amount delivered to the various battlefields during the preceding 13 years.

South Vietnam: Worthy Ally

If the South Vietnamese had shunned the Paris agreement, it was certain not only that the United States would have settled without them, but also that the U.S. Congress would then have moved swiftly to cut off further aid to South Vietnam. If, on the other hand, the South Vietnamese went along, hoping thereby to continue receiving American aid, they would be forced to accept an outcome in which North Vietnamese troops remained menacingly within their borders. With mortal foreboding, the South Vietnamese chose the latter course, only to find--dismayingly--that they soon had the worst of both: NVA forces were ensconced in the South, and American support was cut off.

Many Americans would not like to hear that the totalitarian states of China and the Soviet Union had proven to be better and more faithful allies than the democratic United States, but that was in fact the case. William Tuohy, who covered the war for many years for The Washington Post, wrote that "it is almost unthinkable and surely unforgivable that a great nation should leave these helpless allies to the tender mercies of the North Vietnamese." But that is what we did.

Colonel William LeGro served until war's end with the U.S. Defense Attaché Office in Saigon. From that close-up vantage point he saw precisely what had happened. "The reduction to almost zero of United States support was the cause" of the final collapse, he observed. "We did a terrible thing to the South Vietnamese."

Near the end, Tom Polgar, then serving as the CIA's chief of station, Saigon, cabled a succinct assessment of the situation: "Ultimate outcome hardly in doubt, because South Vietnam cannot survive without U.S. military aid as long as North Vietnam's war-making capacity is unimpaired and supported by Soviet Union and China."

The aftermath of the war in Vietnam was as grim as had been feared. Seth Mydans wrote perceptively and compassionately on Southeast Asian affairs for The New York Times in 2000: "More than a million southerners fled the country after the war ended. Some 400,000 were interned in camps for ‘re-education'--many only briefly, but some for as long as seventeen years. Another 1.5 million were forcibly resettled in ‘new economic zones' in barren areas of southern Vietnam that were ravaged by hunger and extreme poverty."

Former Viet Cong Colonel Pham Xuan An described in 1990 his immense disillusionment with what a Communist victory had meant to Vietnam. "All that talk about ‘liberation' twenty, thirty, forty years ago," he lamented, "produced this, this impoverished, broken- down country led by a gang of cruel and paternalistic half-educated theorists." Former North Vietnamese Army Colonel Bui Tin has been equally candid about the outcome of the war, even for the victors. "It is too late for my generation," he said, "the generation of war, of victory, and betrayal. We won. We also lost."

The price paid by the South Vietnamese in their long struggle to remain free proved grievous indeed. The armed forces lost 275,000 killed in action. Another 465,000 civilians lost their lives, many of them assassinated by VC terrorists or felled by the enemy's shelling and rocketing of cities, and 935,000 more were wounded.

Of the million who became "boat people," an unknown number lost their lives at sea between 1975 and 1979--possibly more than 100,000, according to Australian Minister for Immigration Michael MacKellar. In Vietnam perhaps 65,000 others were executed by their self-proclaimed liberators. As many as 250,000 more perished in the brutal "re-education" camps. Meanwhile, 2 million, driven from their homeland, formed a new Vietnamese diaspora.

Many of those displaced Vietnamese now live in the United States. Recently, Mydans visited the "Little Saigon" community around Westminster, Calif., site of some 3,000 businesses, and then described the bustling, prosperous scene. It was, he suggested, "what Saigon might have looked like if America had won the war in 1975." And, Mydans concluded, "There is nobody more energetic than a Vietnamese immigrant."

Campaigning in Westminster during his run for the presidency, Senator John McCain said to a large crowd of Vietnamese, "I thank you for what you have done for America." Nor have Vietnamese expatriates in the United States forgotten their kinsmen still living in Vietnam. Every year they send back an estimated $2 billion.

None of this has been easy for those who came to America. Nguyen Qui Duc wrote in 2000 in the Boston Globe that, for expatriate Vietnamese, "Painful memories of the war will always remain in our hearts." But, he added, "The cultural differences and homesickness they endure seem a fair price to be free."

In conclusion, the war in Vietnam was a just war fought by the South Vietnamese and their allies for an admirable purpose. Those who fought it did so with their mightiest hearts, and in the process they came very close to succeeding in their purpose of enabling South Vietnam to sustain itself as a free and independent nation.

A reporter once remarked that General Abrams was a man who deserved a better war. I quoted that observation to his eldest son, who immediately responded: "He didn't see it that way. He thought the Vietnamese were worth it."

Việt Nam nghèo, tại sao? Đây là một câu hỏi mà tôi chắc là những người có hiểu biết chẳng thể xưng xưng lên trả lời đầy hào sảng, đanh thép và chắc chắn như các bác Việt kiều ở trong này. Cả đời nghiên cứu may ra mới trả lời được một phần của câu hỏi này.

Thế nên, tôi chẳng ngu si mà liều mạng trả lời. Chỉ xin nêu ra vài thực tế:

- Vì xưa nay, Việt Nam vẫn nghèo. Việt Nam mình có bao giờ giầu đâu. Chúng ta đang thừa kế cái nghèo từ tổ tiên chúng ta. Xuất phát điểm của Việt Nam quá thấp.

- Vì văn hoá của chúng ta, con người của chúng ta, nặng về nho giáo cổ hủ, nặng về nông nghiệp, coi thường buôn bán, phe phẩy, coi thường trí thức (hết gạo chạy rông, hết nông nhì sĩ).

- Vì ngoại xâm và chống ngoại xâm. Nhiều thằng đế quốc to, từ Tầu, Pháp, Nhật, Mỹ, Anh nó nhảy vào nước mình quá. Gần đây nhất, 80 năm Pháp thuộc, nó bóc lột như thế thì làm thế nào mà giầu được. Mà giặc đến nhà thì mình phải đuổi. Chiến tranh liên miên, làm gì có thời gian hoà bình mà làm giầu. Chưa chết đói hết mới là chuyện lạ.

- Vì lãnh đạo dốt. Cái này chắc chắn cũng là một nguyên nhân.

Nói một cách khách quan, Việt Nam mới có hoà bình từ sau năm 79, tức là gần 30 năm. Từ 79 tới 86, kinh tế không tăng trưởng, dậm chân tại chỗ. Nhưng từ 86 tới nay, có thể nói, kinh tế Việt Nam tăng trưởng rất khá. Sự nghèo hèn đã được giảm bớt rất nhiều.

Hoang Vietnam cũng có một chút nhận xét chí lý: Nguyên nhân lãnh đạo dốt Vì lãnh đạo dốt. Cái này chắc chắn cũng là một nguyên nhân.

Thôi đi Jubinell con ơi, cứ cải cái lý sự cùng cuả maỳ ra...Maỳ cứ tha hồ mà vặt veọ, Việc tao viết trong lúc vội vã, tao noí là nền kinh tế mỹ nó đang chuyển hướng từ một nền kinh tế "sản xuất", có thể tao không diển tả được đúng nghiã tiếng việt cho bà con trong nước hiểu. Nhưng ý của tao là nền kinh tế cuả mỹ đã đang chuyển hướng, từ một nền kinh tế đang là manufacturer base sang một nền kinh tế nhấn mạnh về "services" như finance, consulting, IT,...Tao thấy mày đi lý giải về H. Ford và công nhân Mỹ làm dịch vụ và lắp ráp... cứ lung tung hẳn lên ( trích lời phán giải cuả maỳ:"..."san xuat" thu nhap thap sang "dich vu" ~ Ơ hay, thế thằng cha Ford chuyển từ s/x dây chuyền sang từng thằng công nhân làm dịch vụ đơn lẻ hay là ngược lại? ...) Tao nghĩ mày đeó hiểu được từ tiếng anh với cái context cuả nó. Các hảng Mỷ không làm thì các hảng sản xuất cuả nhật và tây âu củng sẽ làm...và giaó dục ở Mỹ cũng đang phaỉ chuyển hướng theo và đang "retrain", huấn luyện nghề nghiệp laị cho công nhân Mỷ, để tránh được nạn thất nghiệp ở Mỷ... và điều naỳ, trong tương lai sẽ làm cho người công nhân mỹ mang nhiều tính cạnh tranh và "more productivity" trên thế giới hơn trong những nghành nghề mới... Tao không cần bợ đít Mỷ nhưng cần phải thấy rỏ nền kinh tế mỹ là một nền kinh tế uyển chuyển, linh động nhất thế giới ( tỉ lệ thất nghiệp ở mỷ trong thơì kỳ suy thoaí và outsource naỳ lúc cao nhất cũng chỉ độ 6.5 % ) khi mày so sánh với những nước Tây âu khác. Mâu thuẩn hay xa cách gì gì đó mà maỳ noí đến giưả chủ và thợ đúng là có tự bao giờ, nhưng ngươì dân mỹ không có đến nổi ngu đi theo CS như mày tưởng. Chuyện hớt tóc giá rẻ ở Vn là do nạn thất nghiệp trong nước quá cao và do đảng CSVN cuả maỳ không giaỉ quyết nổi. Đó là điểm tao cần phaỉ vạch ra cho moị người thấy, chứ không giấu giếm, lý luận quanh co như mày đã viết để tuyên truyền. Tao đi ăn nhà hàng, ở khách sạn, được những ngươì waiters, waitresses hay porters dọn bàn khiên vác đồ cho tao, hay hớt tóc tao, tao đều tip, vì tao nói lên sự KÍNH TRỌNG và BIẾT ƠN của tao vơí sự phục vụ hết lòng của họ. Nếu họ không làm tốt tao không đưa tip và sẽ phản ánh lên managers của họ và họ có thể bị đưổi việc. Nó không có nghiã tipping là bắt buộc và là phaỉ chơi đẹp như cách nghỉ thiển cận cuả maỳ... Công trình 200 tỷ ðồng... ðang 'phủ bạt'

Thiết bị của Nhà máy nước có nhiều sai sót. Dự án Nhà máy nước Bắc Thãng Long - Vân Trì (xã Kim Chung, Ðông Anh, Hà Nội) sử dụng vốn vay của Nhật Bản với tổng mức ðầu tư hơn 200 tỷ ðồng. Nhà máy ðược cắt bãng khánh thành từ tháng 1, song ðến nay vẫn chưa sử dụng ðược do thiết bị không ðồng bộ.

Ðây là dự án ðầu tư phát triển cơ sở hạ tầng ðô thị Bắc Thãng Long - Vân Trì ðược Thủ tướng Chính phủ phê duyệt ngày 20/2/2002. Dự án có tổng mức ðầu tư trên 200 tỷ ðồng với các hạng mục gồm xây dựng nhà máy cấp nước, nhà máy xử lý nước thải, bãi giếng, trạm bơm giếng, ðường quản lý bãi giếng, bể chứa nước sạch, ðài nước, trạm bơm nước sạch, trạm xử lý bùn cặn, tuyến ống thô, tuyến ống phân phối, tuyến ống truyền dẫn nước sạch, hệ thống ðường giao thông và hệ thống thoát nước mưa...

Theo thiết kế, nhà máy nước có công suất 50.000 m3/ngày ðêm, trong ðó, giai ðoạn 1 là 22.400 m3/ngày ðêm, cung cấp nước sạch sinh hoạt cho khu công nghiệp và khu ðô thị Bắc Thãng Long - Vân Trì.

Sau khi khánh thành, lẽ ra nhà máy ðược bàn giao cho Công ty Kinh doanh nước sạch số 2 Hà Nội ðể quản lý và vận hành. Tuy nhiên, ông Trịnh Thanh Thuỷ, Phó giám ðốc Công ty Kinh doanh nước sạch số 2 khẳng ðịnh: "Cho ðến nay (18/11), chúng tôi chưa nhận ðược bất cứ vãn bản hay quyết ðịnh nào của UBND Thành phố cũng như Sở Giao thông công chính, do ðó, việc tiếp nhận công trình này sẽ không thể thực hiện ðược ðúng tiến ðộ".

Giải thích cụ thể hơn, ông Thuỷ cho biết, tháng 7, công ty ðược Sở Giao thông công chính Hà Nội thông báo chuẩn bị kế hoạch tiếp nhận công trình này. Ngay sau ðó, ðơn vị ðã lập kế hoạch ðào tạo 29 cán bộ ðể tiếp nhận, vận hành nhà máy. Ðến tháng 9, Ban quản lý các dự án trọng ðiểm Hà Nội (chủ ðầu tư) ðã cho nhà máy vận hành thử 72 giờ. Tuy nhiên, thực tế chạy thử có tải ðã xảy ra quá nhiều vấn ðề.

Các "sự cố" khó có thể tiếp nhận, vận hành nhà máy cấp nước này ðược ông Trần Quốc Hùng, Giám ðốc Xí nghiệp nước Ðông Anh nhận xét, thiết bị của giếng ðặt ở ngoài nên không an toàn khi vận hành; chưa có ðường ðiện lưới; cả nhà máy chưa có ðường ống cấp nước (thiếu 8,2 km); chưa có hệ thống thoát nước thải. Ðặc biệt 5 bơm phân phối trạm bơm 2 (với công suất 612 m3/giờ/bơm) ra mạng ðã làm sai thiết kế. Cụ thể theo phê duyệt của UBND TP là loại bơm Ebara của Nhật Bản, nhưng thực tế việc lắp ðặt tại Nhà máy nước Bắc Thãng Long - Vân Trì lại là bơm Ebara Hải Dương, khi mà giá thành chênh lệch giữa 2 loại máy bơm này là rất lớn.

Báo cáo của Công ty kinh doanh nước sạch số 2 kiến nghị với UBND TP và Sở Giao thông công chính Hà Nội cũng cho thấy, không thể vận hành nhà máy nước này ðược vì phát hiện ra thêm hàng loạt các vi phạm như nhà máy có công suất vận hành chạy thử chưa ðạt công suất thiết kế; bể chứa, bể lắng còn nhiều ðiểm rò rỉ, chưa có hệ thống chiếu sáng.

Riêng khu xử lý chất thải, ánh sáng không phù hợp ðể chống côn trùng, hệ thống giám sát, lưu giữ số liệu và bàn ðiều khiển trung tâm hoạt ðộng không ổn ðịnh; ðường quản lý giếng chưa có mốc chỉ giới cấp ðất; mặt bằng các giếng thấp và các nhà giếng chưa có hệ thống chống sét, rào bảo vệ, cửa thông gió; hệ thống ðồng hồ áp lực, van xả khí, cáp ðiện chưa có hộp bảo vệ chống mưa nắng...

Sau hơn 2 nãm thi công, công trình hơn 200 tỷ ðồng do Ban quản lý dự án trọng ðiểm Hà Nội là chủ ðầu tư vẫn ðang phủ bạt ðể chờ phán quyết của các cấp có thẩm quyền.

A ít bữa quay lại nói chuyện, thằng cha vô danh lại vẫn tiếp tục có danh...mày không nói nữa càng tốt tao chả phải chửi với mày.

S/x và dịch vụ. Mày nói ba lao bố láp mà bắt người ta hiểu hả? Chán ghê. Giờ tao bảo mày định nghĩa sản xuất với dịch vụ nhé??? Hôm thì mày bảo chuyển từ sản xuất sang dịch vụ và high-tech, hôm sau lại bảo dịch vụ là financing, IT...ba lăng nhăng.

Tao hỏi mày một câu, Hi-Tech có phải là máy tính, là các thiết bị công nghệ cao? IT có phải là chip, hardware, software, cũng là trong máy tính?

Máy tính, thiết bị, chip không phải "manufacture" thì là gì??

Tao nói lại cho mày nghe, tao đã bảo là ở Mỹ nhân công đắt là vì Mỹ đã chuyển hết các việc làm mass-production sang cho máy nó làm, vì tài nguyên máy móc và human-capital của Mỹ là vô tận, đây là sản xuất. Cho nên còn mấy cái công việc mà máy không làm được, ví dụ như hớt tóc, lương phải giá cao. Hiểu chưa? Còn ở VN thì chưa có chuyện này, tài nguyên là thiên nhiên, thời tiết, và bàn tay lao động, cho nên từ gạo đến trái cây, từ bàn ghế sang giày dép, đêu là CN nó làm hết. Bố ai có máy đâu mà cho nó làm, cho nên VN đã tận dụng lợi thế này.

Nói lại để cho mày hiểu, chuyện đồng đôla sụt giá và người lao động VN không đòi hỏi lương cao như nhau: nó giúp cho Mỹ xuất khẩu nhiều hơn, và VN thì được các nước Châu Âu mà Mỹ outsource nhiều hơn. Đây chẳng phải là che dấu sự thật gì hết, bọn Tàu nó sản xuất hết hảng của mấy công ty Mỹ là niềm hãnh diện của tụi nó, chứ không phải cái nhục.

Tip chẳng có gì cao sang. Khi chủ tính lương cho bồi bàn thì đã có trừ tip ra đó rồi, cho nên đưa tip là NHIỆM VỤ của khách hàng để cho bồi bàn khỏi chết đói. Một mechanism rất đơn giản.

Mẹ mày HN được "bình chọn" làm thành phố tốt nhất cho hội họa là do ý kiến của thằng p/v đó hả?? Mày thử đọc lại xem hội nào bình chọn, có phải là các nhà nghệ thuật học hay không??

Thôi lằng nhằng quá, lấy ngay ví dụ ở Mỹ đây này

Tạp chí usnews năm nào cũng bầu chọn đại học Mỹ tiên tiến. Tụi nó cũng chỉ là một tờ báo, vậy sao dân đổ xô vào để coi và tin??

Cũng tương tự như vậy, khi các tờ tạp chí tung ra ranking của bất kỳ hạng mục nào đi nữa, thì chẳng phải tụi nó dở hơi, hết việc làm rồi mà đi nói lung tung. Tụi nó phải đi research, interview, hỏi ý kiến những người trong nghề, tham dò trực tiếp những nơi được bình chọn, xem xét đo lạc đánh giá kỹ rồi mới tính điểm, do p/v, nhà chuyên môn, nhà tài trợ, vào tất cả những người có liên quan cùng bình chọn. Đương nhiên, điểm của nhà chuyên môn sẽ cao nhất. Tạp chí nào cũng vậy, vì nếu ranking của nó vớ vẩn thì ai mà thèm mua nữa?

Jubébé giận dữ thấy dễ thương tệ ,để ta giải thích cho nghe:

"Hi-tech" là kỹ thật cao (VC gọi là kỹ thuật cao tốc ) ,kỹ thuật đây có nghĩa là chưa ai biết hay biết quá ít và nó nằm trong nhiều lãnh vực khác nhau thí dụ :các nhà nuôi cá catfish rất nhặc nhiên khi thấy CHXHCN nuôi cá basa trong 6 tháng mà bằng họ nuôi trên cả năm ,bọn nuôi cá CHXHCN nói họ nuôi bằng phương pháp Hi-tech thế là bọn nuôi cá Mỹ phục như điên .

"manufacture" là sản xuất tức tạo ra ,gồm lượng ,phẩm ,thời gian hoàn tất để đến giá thành .Nếu ai tìm ra được công thức hay phương pháp (mà chưa có ai nghĩ ra hay ít người biết)nâng lượng ,phẩm ,giảm thời gian và giá thành cũng gọi là Hi-tech .

Dị vụ nhiều khi cũng được gọi là Hi-tech nếu không ai biết hay ít người biết .Thí dụ cách lấy thống kê cho chính xác .

Tao chỉ nói tóm tắt như vầy, Nên kinh tế Mỷ đang chuyển hướng sang "Service base" nhi�u hơn như finance, consulting,IT, ...( tao đố cha mày dịch cho r� nghĩa tiếng việt chử Service ở đây trong cái context của nó cho ngư�i đ�c trong nước hiểu ). High-tech mà cắt nghĩa theo kiểu mày thì như thế này, thằng trung công ăn cắp high- tech của mỷ là đi ăn cắp cách làm dây chuyèn tư động có từ th�i H. ford, và ăn cắp cách lắp ráp computer vì trong computer đã có sẳn máy con chip điện tử rồi... chớ không có đi ăn cắp những kỷ thuật sản xuất công nghệ cao như sản xuat tuộcbin không tiếng động chạy cho tàu ngầm, không có ăn cắp kỷ thuật chế super servers của hảng Cisco, IBM hay ăn cắp kỷ thuật chế tạo tên lửa của Mỷ...

Còn t� báo Times thì tao đã cắt nghỉa rồi như thế nào một bài viết đư�c coi là có giá trị và là một t� báo khoa h�c. Ở bên này ngư�i ta đ�c t� báo Times xong là quăng thùng rác. Củng y như t� báo US world & report vậy. Ngư�i ta chỉ giử những t� báo chuyên nghành như JAMA, Internal Medicine Archive, hay pharmacotherapy...v.v. đó là nghành của tao. Hay những t� báo chuyên nghành khác...những bài viết ( articles ) viết trong những t� báo chuyên nghành này, trước khi được đăng đã phải được thử nghiệm, nghiên cứu ...được đánh giá và bình ch�n cho đăng bởi những nhà khoa h�c trong nghành. Những bài viết đó được xử dụng vào việc giảng dạy, và giúp ích cho việc nghiên cưú. �ó là " the first primary literature-source " được xử dụng cho một bài viết hay để chứng minh cho một việc gì đó mà mình muốn thuyết phục ngư�i khác.

Còn mày thí dụ v� việc xếp loại của t� US news & world report thì càng ngu hơn, vì việc nó xếp loại các trư�ng �H và Caođẳng ở Mỹ chỉ bán đư�c cho con nít bậc trung h�c và những ngư�i dân bình thư�ng ( lay people ), và nó không được bất cứ một trư�ng nào, hay một hiệp hiệp hội khoa h�c nào ở Mỹ công nhận cả. Xếp hạng trư�ng luật thì bị hiệp hội luật gia mỷ chửi, xếp hang trư�ng Y thì bị Hiệp hội Y sỉ Mỷ phản đối...Và trư�ng �H tư thục nào, muốn được nổi tiếng thì cho nó nhi�u ti�n quảng cáo một chút thì được xếp hạng cao hơn đối thủ của mình trong cùng một tiểu bang...Y chang như tụi bay hạch toán kinh tế XHCN vậy, năm nào củng vượt chỉ tiêu kế hoạch 110 %. Khi mày thí dụ như trên tao biết ngay mày là một thằng không biết cứt gì v� làm research study cả. Khi tao thấy mày khò khè vài ba chử tiếng anh, tao tưởng mày củng được đào tạo bài bản có sách vở, nhưng tao quên, ở VN ngày xưa, tao củng y như mày vậy, đâu có biết đách gì v� cách đánh giá nguồn tài kiệu để xử dụng đâu, vì những thằng thầy trong �HH kinh tế bản thân nó củng giáo đièu kinh điển Mac-lenin, và củng copy y chang từ trong sách vở VC ra mà thôi.

Mày thì tao củng thành thật khâm phục một tý vì củng ngo ngoe biết đến được the US news & world reports. Mặc dù là trật nhưng củng đở hơn những thằng VC khác. 30 năm rồi còn gì, Ông bà ta nói : "ở xứ mù, thằng chột làm vua '. Thôi tao củng chúc cho cái giấc mộng của mày... Nhưng mà coi chừng, chính những suy nghĩ lệch lạch, ngu dốt của những thằng như mày ( cứ tưởng mình là gi�i là đúng và không chịu lắng nghe từ nhửng ý kiến khác ) trong đảng CS VN đã gây ra tai vạ không lư�ng cho đất nước và dân tộc...
