General Secretary Le Kha Phieu Met with Foreign Minister Tang Jiaxuan

On December 31, 1999, General Secretary of the Communist Party of Vietnam Le Kha Phieu met with Chinese Foreign Minister Tang Jiaxuan in Hanoi, during which Foreign Minster Tang conveyed the cordial greetings from President Jiang Zemin. He indicated that we had just experienced an important moment in the history of the Sino-Vietnamese relations. The Treaty of Land Border between China and Vietnam had been officially signed at long last after 20-plus years of negotiations. This was a major event that merited celebration in the bilateral relations. He attributed the settlement of land border disputes, first and foremost, to the foresight and able guidance of the leaders of the two countries, the General Secretaries of the Communist Parties of the two countries in particular who pointed out the direction for and gave impetus to the negotiations. Your contributions were irreplaceable. The official signing of the Treaty of Land Border symbolized that we would bring peace, amity and stability along the land border between the two countries into the 21st century. This would not only benefit the two peoples and the coming generations, but also contribute to the advancement of the relations between the two countries and two parties, the bilateral cooperation in all dimensions and peace and stability of the region at large. The achievements of the land border negotiations had been hard-won. This would provide an example for the settlement of the questions left over from history between the two countries. At the same time, it also demonstrated to the world that China and Vietnam were capable of resolving all the outstanding questions left over from history through friendly consultations.

General Secretary Le Kha Phieu said that the signing of the Treaty of Land Border was of great significance to the friendly relations and cooperation of the two countries built on the basis of mutual-trust and was the result of the painstaking efforts of both sides. It marked a step forward in the good-neighborly, friendly relations of solidarity of the two countries and would exert positive impact to peace and stability of the region.

Foreign Minister Tang Jiaxuan said that the relations between the two countries and the two parties were enjoying sound momentum of development. Mutual trust was enhanced and solidarity stepped up through the frequent contacts of state and party leaders, which played a guiding role in the furtherance of the relations between the two countries and two parties. He went on to say that mankind would embark on a new millennium in some 10 hours' time. We should value all the more the peaceful environment, which did not come easily and treasure the traditional friendship between the two countries, the two parties and the two peoples. We had every confidence that the 21st century would see even better Sino-Vietnamese relations.

General Secretary Le Kha Phieu indicated that one of the highlights of Vietnam-China relations was that the leaders of the two countries reached an agreement on putting a complete end to the past and building a future featuring friendship and mutual trust. It was the consistent policy of Vietnam to develop good-neighborly and friendly cooperation with China. The friendship between Vietnam and China would enjoy further development and would be carried on generation after generation. The spirit of cooperation manifested during the land border negotiations was bound to give impetus to the development of bilateral relations in all the fields. Meanwhile, we would move up the settlement of other outstanding questions left over from history between the two countries by drawing on the experience of this round of negotiations.

The two sides also exchanged views on the current regional and international situations. General Secretary Le Kha Phieu thought highly of the independent foreign policy of peace pursued by China and expressed appreciation to China that attached importance to the development of good-neighborly and friendly relations with its surrounding countries. He maintained that Vietnam was not in favor of a uni-polar world, and the world should be characterized by variety.

General Secretary Le Kha Phieu asked Foreign Minister Tang Jiaxuan to convey his best wishes to General Secretary Jiang Zemin and other Chinese state and party leaders.

Prior to this, Foreign Minister Tang Jiaxuan met with President Tran Duc Luong of Vietnam. Tang conveyed the warm regards from President Jiang Zemin, to which President Tran Duc Luong expressed his gratitude. He also expressed his belief that the Chinese people would achieve greater success in the new century under the leadership of President Jiang Zemin.
