Are you able to make VCD from Min DV Tapes or VHS using Multimedia Builder Player Software or Multimedia builder Runtime?

I want the same video to have its audio / sound boasted and Video / pictures brightened. The video comprise of various interviews that require professional packaging and presentation. This means that each interview is edited to make sure that the sound and picture quality is up to scratch and that it auto opens, shows a gallery of the candidates on the VCD ( a still picture and a name below for easy identification purposes) and enables a person to click on the person which will open up that interview. This is important as one will want to go back and review a particular interview after looking.
