Employer not paying Overtime

My girlfriend has worked for a taxi company (as a dispatcher, NOT a driver) and they did not pay over time, her work most often well exceeded 60 hour weeks. This took place in upstate NY and It is my understanding that the business can get into a lot of trouble for this. I wanted to know, if reported for not paying ANY of their hourly wage employees overtime, how much trouble the business is liable to get in. ( They do pay 'over the table' so to speak, so it's all recorded, and I'd assumed sooner or later, someone would notice)
