Is Perthes Disease considered to be a permanent handicap?

Once a child has been diagosed with LCPD (Legg-Calve-Perthes Disease) and treated with braces, is he considered to be handicapped for the remainder of his life? A pediatric orthopedic doctor has stated that he is given the "all clear" but the child's mother is stating that he has a permanent handicap and must be monitored 24 hrs a day and; therefore, she cannot work. Does this make sense? The child's medical records show that the bone has regrown and is okay now. If the doctor has released the child and given the OK for sports, doesn't that mean that the child should now be considered "cured"? Thank you for your response to this question.
