Does a termination warning have to be in writing?

My husband received a termination warning in a meeting with HR and his district manager. This warning was verbal, and there was nothing that he signed. Is this right? Also, is he able to legally request the documentation that was used in this verbal termination warning? Thanks in advance for any advice!

It depends if your husband work in a private sector or federal sector or even so if he has a union.
