What program are you trying to play the VCD with in Windows 2000 and XP?

Try a dedicated player program, like Media Player Classic, PowerDVD, etc.

I have the same problem with XP. I can play some and not others. It seems if the file size is over 500MB, Windows media player, or power DVD will not play it. Cannot say the 500MB thing is guaranteed, just seems to be common. I can play it on other machines, but not either one at home.
