Try DVTool. The newest version must be purchased, but there is an older version available that is free.

There are free AVI editors, but you have to go to a site like http://www.doom9.net to get them. I'm not into DivX, so I can't recommend any. It is possible to split MPEG video either using TMPGenc (http://www.tmpgenc.net) or a commercial MPEG video editor such as MPEG2VCR (http://www.womble.com). Womble also sells MPEGVCR, which is a cheaper MPEG-1 only editor. MPEG2VCR can edit MPEG-1 and MPEG-2 video. Using TMPGenc is a little risky because some people who use it have terrible audio sync problems. You won't have that problem with MPEG2VCR or MPEGVCR.
