AMERICAN NGO REACHES HISTORIC AGREEMENT WITH VIETNAMESE GOVERNMENT TO MAP AND ASSESS THE IMPACT OF LANDMINES REMAINING FROM U.S -VIETNAM WAR UXO and Landmine Survey Project Will Set Stage for Eventual Removal Hanoi, Vietnam & Washington, DC (February 25, 2004)– This morning in Hanoi, Vietnam Veterans of America Foundation (VVAF), an international humanitarian organization founded by U.S. Vietnam War veterans, and Vietnam’s Ministry of Defense (MOD) ceremoniously marked the official beginning of an unprecedented partnership to jointly conduct an assessment and mapping of three heavily-contaminated Vietnamese provinces for landmines and UXO (unexploded ordnance), enduring residuals of the U.S. – Vietnam War.

The signing ceremony for the UXO and Landmine Impact Assessment and Technical Survey Project, which was previously approved by the Government of Vietnam earlier this month, was attended by senior Vietnamese dignitaries including Madame Ton Nu Thi Ninh, Vice Chair, External Relations Department of the National Assembly, Ambassador Le Van Bang, Vice Minister for Foreign Affairs and Sr. Lt. Gen. Nguyen Huy Hieu, Vice Minister for Defense. From the United States, the U.S. Ambassador to Vietnam, Raymond Burghardt, the Deputy Head of US Mission, Robert Porter, and representatives of VVAF, including VVAF President Bobby Muller and Vice President John Terzano also attended. Prior to the ceremony, a meeting took place between Deputy Prime Minister Vu Khoan, and the VVAF delegation.

The UXO and Landmine Impact Assessment and Technical Survey Project, funded and supported by the U.S. Department of State, will provide the Vietnamese government with the most reliable information to date on the location of landmines and UXO. The survey project will initially review historic records of combat activities from both U.S. Department of Defense archives and those of Vietnam’s MOD. Following the bombing data review, field teams will conduct impact assessments of the remaining ordnance and undertake technical surveys of the sub-surface contamination. The data results will provide national authorities in Vietnam with critical information necessary for planning and prioritizing landmine and UXO removal and clean-up efforts that, in turn, will support Vietnam’s development and economic needs.

“This partnership represents an extraordinary milestone in our relationship with the Vietnamese,” said VVAF President Bobby Muller, who led the first delegation of U.S. Vietnam veterans back to Vietnam in 1981 to pursue reconciliation with the Vietnamese people. “Further, it will benefit both the people of Vietnam and America, as it will support the restoration and rebuilding of a nation still coping three decades later with the legacy of the war, while improving relations between our two countries.”

"This Landmine Impact Survey is a logical development that follows the historic agreement signed by Vietnam and the United States in June 2000, in which the U.S. agreed to supply $1.75 million dollars worth of demining equipment to support Vietnam's already extensive program to clear landmines and unexploded ordnance left from past conflicts," remarked Lincoln P. Bloomfield Jr., Special Representative of the President and Secretary of State for Mine Action. Special Representative Bloomfield also serves as Assistant Secretary of State for Political-Military Affairs.

The project’s implementation coincides with the 10th anniversary of the normalization of relations between the U.S. and Vietnam in addition to the 10th anniversary of VVAF activities in the country.

VVAF has long enjoyed a partnership with Vietnam’s Ministry of Health, providing support for rehabilitation services in Hanoi since 1994. The rehabilitation program for people with disabilities, partially funded by the U.S. Agency for International Development (US AID), provides orthotic and prosthetic devices for the mobility impaired in Hanoi and the northern provinces of Vietnam. VVAF works with the Ministry of Health to develop the capacity of government staff through training, mentoring and professional development opportunities. The organization also leads the support for the growing movement of people with disabilities in Vietnam through self-help groups and encourages continual development of clinical facilities and professional development through the establishment of international linkages for its national partners.

The approval of the UXO and Landmine Survey project by the Prime Minister’s Office marks the first partnership by Vietnam’s Ministry of Defense with a U.S. non-governmental organization. Coupled with VVAF’s Prime Minister-endorsed project with the Ministry of Health, VVAF now operates at the highest level of approval with the Government of Vietnam.

VVAF will work closely with the Vietnamese Ministry of Defense’s Technology Center for Bomb and Mine Disposal (BOMICO), which will provide personnel and act as the national implementing agency. The initial phase of the survey will focus on the central Vietnamese provinces of Quang Tri, Quang Binh and Ha Tinh. The scope of the project will then expand to include other provinces in Vietnam when the results of the initial phase are analyzed.

Since 1998, VVAF’s information management and mine action team has been instrumental in conducting landmine survey operations and humanitarian relief assessments in post-conflict countries including Afghanistan, Kosovo, Thailand, Lebanon, Chad and Yemen. VVAF has provided technical assistance and information management expertise to the United Nations to efficiently identify and manage public health and aid relief priorities in Iraq and Liberia. Currently, VVAF is supporting the Coalition Provisional Authority by establishing the Information Management Systems for Mine Action in Iraq and will be conducting a national landmine impact survey in 2004.

Of significance, the agreement with the Ministry of Defense was preceded by a Memorandum of Understanding signed in Hanoi last year on January 27th 2003, a date that coincided with the 30 year anniversary of the Paris Peace Accords ending the war in Vietnam.

Response to LĂ½ do Ủa anh ở VN kh hề nghe ǵ về anh em hải ngoại quyên góp số tiền không lồ để cứu trợ nạn nhân bảo lụt !???. Đă có rất nhiều phái đoàn chủ yếu la các hội đoàn tôn giáo tổ chức những chuyến về VN cứu trợ. Nhưng gặp rất nhiều cản trở của chính quyền địa phương đ̣i hỏi giấy tờ, hạch sách nhiều chuyện. Chuyện này anh ở VN anh thừa biết mà !!! Tôi nghe nói nhưng kh có chắc rằng....chính quyền địa phương củng đưa ra tiêu chuẩn ..ai là người ưu tiên được nhận hàng cứu trợ, như la con em gia đ́nh liệt sỉ chẳng hạn !!!????

Đồng bào Hải Ngoại rất có ḷng hảo tâm. Tuần rồi tôi có đi dự 1 buổi tiêc gây qủi cho nhóm bác sỉ chuyên khoa mổ cườm mắt cho bà con ngheo VN được tổ chức o Sydney. Số tiền quyên góp đủ để nhóm bác sỉ mua thuốc men, dụng cụ, tiền vé máy bay cho...2 chuyến. Họ kể những chuyện rất thương tâm của đồng bào nghèo o VN trong những lần trước, người dân họ kh có cả tiền ăn cho 3 ngày. Khi mổ mắt th́ phải nằm bệnh viện trong 3 ngày. Và chuyến này, đoàn bác sỉ sẽ đến Phan Rang và Phan Thiết mổ mắt cườm cho dân nghèo, sẽ bao luôn tiền ăn cho 3 ngày do 1 nhà thầu đảm nhận. Những tấm ḷng vàng !!!

Nè !!! chuyến rong chơi dưới trời quên lảng 3 tháng tù Nam chí Bac chắc chăn kh thể thiếu anh chàng Communist hé.

Thât sự nếu tôi là anh chàng lính Mỷ Bob này th́ tôi củng làm thế, kh ân oán, kh thù hằn dân tộc. Anh ta đi lính chỉ làm nghĩa vụ quân su cho quốc gia anh ta.

C̣n người Việt hải ngoại th́ lại là vấn đề khác. Tôi nói rất thật nhưng ǵ tôi nghỉ và thấy. Hầu hết VN Hải ngoại là tị nạn CS miền Nam. Họ đă từng sống với CS, từng bị chà đạp nhân phẩm, tù đày, anh em cha me chồng con bị chết đủ mọi cách mọi kiểu, con cái họ bị bỏ đói, kh được đi học, cuộc sống của họ bị đưa vào đường cung. Họ phải t́m đường sống trong cỏi chết là đi vượt biên, 9 phần chết 1 phần sống. Theo tôi được biết, thượng tướng Trần văn Trà trong MTGP miền Nam đă có ư định xóa bỏ ranh giới quốc cộng, kh trả thù tàn bạo anh em VNCH, mọi người có thể trở về quê quán làm dân thường chỉ trừ thành phân quá ác ôn. Nếu việt cộng được như thế th́ đại phước cho VN. Tàn cuộc chiến ai củng muốn yên ổn sống bên gia đ́nh. Sau do, đam MTGP miền Nam bị xóa sổ...

VNCH va hầu hết nhân dân miền Nam thù hận tụi CS miền Bắc đến tận xương tủy, v́ họ cai trị dân miền Nam như thể dân nô lệ, hống hách của kẻ thắng trân, ngu dốt mà lại hay nói dóc.

Thời thế th́ thế thời phải thế !!!

Họ thoát ra hải ngoại, vậy họ sẽ làm sao đối với bọn CS tàn bạo !? Thât ra theo tôi biết, có rất nhiều người củng muốn quên đi thù hận cu nếu việt cộng biết lo cho đời sống của dân trong nước, co tu do dân chủ. Nhưng trong 30 năm qua VC đă làm được ǵ !? Chẳng làm được cai đếch ǵ cả. Bây giờ VC lại kêu gào ḥa hợp ḥa giải, VK về VN đầu tư, họ bị lừa phỉng 1 lần rồi như chim bị ná, nghe noi đến VC là họ sợ thấy mẹ đi ấy. Dối với họ, VC chỉ là 1 đám ăn cướp trắng trợn.

Tôi chưa hề nghe đến bất kỳ ai bao gồm VNCH rằng sẽ taí lập lại nền Đệ Tứ Cộng Ḥa mà chỉ là giúp cho nhân dân trong nước đứng dậy lật đổ chế độ CS, chính nhân dân trong nước sẽ thành lập chính phủ dân chủ kh CS. Bởi v́ 1 điều dể hiểu rằng chính họ củng chán ghét chế độ thối nát VNCH. Tôi viết trên này là Public, mọi người đều minh chứng cho lời tôi nói.
