Best guess so far? It's the literal Italian to English translation of clip-ons!

Correct seems to be a translation from "semi manubri" . This expression is used when the handlebar is divided in two (left and right) separate bars. The angle is now wider so it helps in turns (not squeeze your finger anymore). Bye Carlo
