I guess you might want to look into New Zealand short films, they're pretty much consistently wierd, some are good, and some are quite bad.

Jan Svankmajer's films have recently been released on DVD. The films of the Brothers Quay are also on DVD.

I sometimes go on Atomfilms.com to check out new shorts. They have random shorts done by people from all over the world, and I've seen some great/not so great stuff on there. worth checking out though, definitely. Sorry to advertise for them, but hey, it's cool stuff.

One film I suggest you watch (although it isn't short at all) is "Waking Life". It's a movie length animated independent film that seems to be rotoscoped. Also looks like they used tons of Adobe After Effects as well. It's unique tho. Go to "wakinglifedvd.com"....check it out. =)
