welding steel rods together

Dear Sirs;

I am requesting information on a welding project. I build my own fishing equipment and am currently working on a project where I have to join two 3/16 “ rods. The rods are not joined end to end but one on top of the other in a cross shape. ( like a pet cage). I am trying to find out the best way to weld this joint that will give me the greatest strength. I am not worried about looks but need strength because there will be occasional tension on each rod . I will be using regular steel rods, and stainless steel rods. The regular steel will be joined to regular steel and the stainless to stainless. No mixing will occur. My welder is a Lincoln PRO-MIG 135. I can weld FCAW or GMAW with the unit but I am new to welding and have not yet used any gas. If you could help me with this it would be greatly appreciated.

1) welding rod on rod is same as plate welding

2) for FCAW weldig use co2 gas 3) for ss rods if you use solid ss wire use 98%argon 2%02 for fcaw use co2 or 80%argon& 20%co2 mix gas welcome for any clarrification
