I can confirm that the patch 3.1.16 is not available for download. Btw, thanks for a great program!

I confirm too that the patch is unavailable: Connecting to 194.47.223.148:80... failed: Connection timed out.

Can I get it from somewhere else? or can anyone email it to me?
