Another place to look for an answer is in the series of books Unification Through Divisions: Histories of the Divisions of the American Psychological Association, edited by Donald A. Dewsbury and Published by the American Psychological Association. TThe history of divisiion 16, School Psychology, is in volume I. The history of division 17, Counseling Psychology, is in volume III. There is as yet no history of division 15, Educational Psychology.
