Retraining should occur whenever youhave a signaficant change in the method or equipment you are using to preform your task. i.e. Change from MS Works to Office it looks very similar but people need to understand the improvements.

In some organizations if the culture is that the boss is the one with the most knowledge then he will always be preceived as having the right answer. If the culture is that everyone is suppose to contribute to ideas when presented with a problem then hopefully they will, this may require some team members to hold back in order to alloe others to express ideas.
