Plant lights

I have a light which came from I don't know where, but I think it's purpose must be for growing plants. It is a hood on two adjustable legs, ( hood can be raised or lowered) and has two flourescent bulbs beneath the hood.

I have a plant light - spotlight type - that I have used for ages. It takes an actual plant light bulb.

What is the difference in the bulbs on plants? Which is better to use for starting seedlings? Giving older growing plants light in the winter?

I can't tell a difference as I use both,here is a tip for you ,keep your plants to the center of the light as the light spectrum weakens at the edge and end of the light.Use the grow lights in winter to extend the daylight hours.
