Is the saturation of the soil determined by the climate?

The saturation of soil is determined by the climate. This is because in an area that receives a lot of precipitation like the forest, water will go to th eground system. This will make ground water increase, but in an area where there is less precipitation, loss of water occurs because there is no source of water going into the ground.

Also keep in mind once you below the water table that soil is saturated. If the climate causes the Water table to drop which will happen, the soil below the watertable is still saturated.
