Can somebody tell me please how to view alt tags when using Netscape Communicator 4.75?

By "View alt tags" do you mean view them as pop ups over the image?

In which case, you can't. They were never designed to be used in that way, rather they are designed to replace graphical material etc so that someone who can't see it for what ever reason can still gain the information contained within the the image etc.

It is just that IE renders it to also act as a tool tip.

However, some studies have shown that this acts as a problem for Dyslexic users who try to read text - which if you can see the images isn't needed. (See http://www.bbc.co.uk/commissioning/bbci/pdf/BBCi_Accessibility_Study_7 -10-02.pdf)

They also released it in Word format after numerous rants about an accessibility study being released in PDF.

The answer to the issue of non-popup alt attributes is to use the title attribute instead/as well. I'm not dyslexic but frequently find myself puzzled with navigation images when browsing with Firebird (which rightly doesn't display alt attributes as popups): so we need a little bit of both. Alt for images which don't serve functional purpose, alt+title for those which do (primarily navigation).
