Try viewing some of the poems as short stories like his tales. There is a plot, a mood and a narrator who may not necessarily be exactly Poe. "The Raven" "El Dorado" "Annabel Lee" seem fairly straightforward. "The Conqueror Worm" "The Haunted Palace" are more allegorical like other tales in that genre. "The City in the Sea" is a dreamscape with a final changing action. Even reflective poems have some sketchy plot, some dialogue with the beloved or special location.
