Probably not the shop owner's fault. Rock Shox are notorious for shipping forks without adequate grease in them. You can strip down your fork and apply grease to the lower part of the fork uppers (where they overlap with the lowers) and on the bushings in the lowers. You should do this twice a year, depending on how often you ride, how hard you ride, and how much muck you ride through.

The best thing to do is get the fork to a COMPETENT mechanic, and watch how he does it. Oh, and don't go in on a Saturday afternoon and expect it to be done before the shop closes so that you can ride on Sunday. Most shops are too busy at this time.
