decoder will not reverse loco

installed a MRC AD315 decoder in International Hobies American style loco tender. Will run forward but will not reverse. Reversed wires but still only runs forward

Have you made sure the motor is isolated from the frame? If this was really the problem, you usually would have blown the decoder. But I'm not having any other ideas at the moment.

I am not familiar with the loco you are working with. So here goes my best guess. Is the motor a permanent magnet DC motor or does it have a field winding as well as a wound armature. If it has a field winding, then you can't reverse it simply by reversing the polarity (reversing the wires). Does it run correctly on DC? How do you reverse it on DC?
