EOS 1V

I recently bought a eos 1v off of ebay but unfortunately i only got a instruction book in french. The problem came today after i ran my first roll of film through it and went to change to the next roll and the roll i just shot was not completely rewinded back in (short by an one and a half inches). Does this camera not wind it completely?

Most Canon EOS cameras let you select between film leader in/out with custom function 2, I don't have a list of the custom functions of the 1V however, so I'm not 100% sure.

This is indeed just a custom function on most EOS bodies.

Josh, I'm sure what's going on is Custom Function #2 is set to "1". That's the setting to intentionally leave the leader out so you can rewind and reuse the film later. Open the side door and push the "C.Fn" button and use the main dial to get to CF #2. Set it on "0" and at the end of the next roll it will rewind the film completely into the canister.
