EOS 300 + Tamron 28-200

Some month ago I got an EOS 300 with Tamron 28-200mm F/3.8-5.6 LD Aspherical (IF) Super. But I noticed that the smallest aperture value that I can get is 4.0 instead of 3.8 at 28mm.

Somebody could tell me why?

The EOS 300 only lets you set the aperture in increments of half a stop, doesn't it? (I know that it sets AEB and shutter speed in 1/ 2 stop increments) So f/4 would be the closest to f/3.8.

f/3.8 is possible on the bodies capable of setting the apperture in 1/3 stops. since eos 300 is not capable of doing this and f/4.0 is the closest apperture (the next closest is f/3.5) it shows that apperture.
