The plug-in you could try to VCD compliant video/audio data is called bbMPEG and you can find it and other related weblinks to it here:

http://www.divx-digest.com/software/avi2mpg2.html http://www.stben.be/files/divx/win32/bbmpg12418.zip

After you get the .zip file and extract that file, you should find 'bbmpeg.dll' and copy that .dll to the plugins folder of Premiere. If this is good so far, then you change the name of bbmpeg.dll to cm-bbmpeg.prm and startup Premiere. From Premiere's "File" menu item at the top of the program window you can "Export" the timeline/clip via bbMPEG. All of this that have written here is available in more detail within the .zip archive and (of couse) online. check out these sites:

have fun.

You can also use "Panasonic MPEG-1 Encoder Plug-in for Premiere".

Brian, do you get an error when using the Panasonic plug-in? I've used it to create numerous white-book compliant VCDs sans problems.

When you export using the plug-in, you have to set the correct resolutions /in Premiere/. The plug-in won't set them automatically.
