Conditions for Conditional Resident Visa

I have two questions.

1. I filed a petition on behalf of my wife to immigrate to the U.S. on August 2001. INS told us that it takes 180 to 940 for them to process a petition. When I filed I was a Permanent U.S. Resident. Since then I have become a U.S. Cetizen. I notified the INS of this change in status. As a U.S. citizen, will it still take that long for my petition to be approved?

2. Once my wife is granted a Conditional Residential Status, what are the restrictions on her travel. With-in the two year period, is there a maximum number of days that she can be out of the country? And what happens if she exceeds the maximum number of days?
