The government has come out with all kinds of new laws for monitoring scrapie. Only 98 people out of nine billion on planet earth have contracted Mad Cow Disease. So why do we all of a sudden need to keep track of every goat in the nation by requiring all these ear tags and government interference????

And, to top that off. Only 7 goats in the United States have been known to contract the disease, and that was "induced" not by casual contact.
