A lot of the low-end lenses, like the 28-80,35-80 are very light in weight, are the lens elements made of glass or something else? thanks

Yes.

I think the elements are all glass but the light weight comes from the plastic used in the lens body.

Both, in addition canon uses fewer correction elements and replaces them with hybrid aspherical elements.these are often molded on to other spherical shaped elements to keep the number of elements down and still be cost efficient. However, the performance of these lenses is low.

The rear element of my EF 35-80mm f/4-5.6 is apparently made from plastic (just like my spectacles). Users of the UK paint-and-peel lens cleaner Opticlean reported that it was possible to dissolve their Canon lens.

Fortunately, the plastic lens used in my EF 22-55mm zoom lens is internal and not susceptible to any cleaning efforts.
