Is the rebel 2000 capable of manual shutter and aperture speeds?

Yep. Av (aperture priority), Tv (shutter priority), M (manual aperture and shutter) and all the other programmed modes, too. In M, turn the finger dial to set aperture, turn the finger dial while pressing thumb button to set shutter. Everything shows up on the top LCD and in the viewfinder.

hello peter this is exactly the opposite. to set the apperture you turn the main dial while pressing thumb button

to set shutter and to set the shutter speed turn the main dial.

apperture speeds are indeed fast. try to use them on your len,.. or may be camera. you figure out where is your apperture speed dial. it depends on the model you use. may a custom function is available on high end camera to switch between shutter speed and apperture speed. isn't that a great idea. a new innovation by Canon.
