The reason it doesn't work, is because there isn't any community. I mean if there was, people would make sure that people didn't get treated so badly, by the mental health service and social services. Care in the community?

They just pay there taxes and don't take responcibility, if things go wrong people think "oh well we understand so little about the mind and psychiatry is still a new science". What isn't new is badness and there is plenty of it in institutions that police themselves.
