I guess it would have once been Hong Kong or Macau but as they are now part of PRC it must be some other city-state.

Indonesia? There population is a little less than the US, but I'm not sure of the square miles in area.

I know the answer due to my stumper research, but that came from search engines. I will state that its 43,000 per sq mile in a small country.
