public art safety issues

I am currently working on a commission for a park. It is two horses cut from 1/2 steel. The gov. agencies are worried about peoples heads or arms getting stuck! Are there any guidelines of how large spaces need to be to be safe for the public? One horse is cut form the steel and the negative area left over from the 4'x8' sheet, provides another horse. This is a flat sheet, and where the legs meet, forms a v shape. It starts as a V and goes down to about an 8" separation. I don't think it is a problem. Please help if any one has advice or examples of narrow spaces that I can refer the client to. Thanks, Donna
