Av shutter speed with flash. Please re-explain

I have been reading :-

In the 5th para of the first page it says that with flash in Av mode the x-sync shutter speed is automatically set between 1/30 and 1/125 sec.

In the 'Details of Flash Exposure' section it says 'A common problem occurs in Av mode in dim light: You set the aperture to something and the camera sets a sloooow shutterspeed -- much slower than you expected.

I am confused. If I use Av and flash do I get a shutter speed ranging between 1/30 and 1/125 - or do I get one outside that range.

The two statements seem to conflict.

Gosh I am an idiot.

I mis-read the initial paragraph. I said between 1/30 sec and 1/125.

The paragraph said between 30 sec and 1/125.

What a chump I am.
