I have an EOS 3000 and my built in flash is not working. I have replaced the batteries and when I pop up the flash it does sound like it's powering up .... any suggestions????

It sounds like the charging circuit (transformer + capacitor) is functioning as it should, however the flashtube itself is either cracked or otherwise defective. In any event, especially if the warranty is still active, get it back to Canon's repair facility.
