How to create VCD Version 2.0 for Philips MP3/VCD player?

I wish to burn some VCDs on my HP CDWriter 7500 so that they are playable on my Philips VCD/MP3 player. I have observed that the commercial VCDs bear data more than the standard 650MB (How is it possible?? It is surprising to me!). Also the MPEGAV folder, which contains .dat type of files, can be played directly using Windows media player or Xing player etc. But I found that merely copying these .dat files onto a CD won’t help in playing them on the Philips player. Now suppose I have made an MPEG out of these .dat files using software like vcdgear, how do I make this MPEG playable on my CD player? Or is it necessary always to make CDs having all those folders, which commercial VCDs have? I am operating on Windows 2000 Can anyone suggest some freeware if available to handle this problem? Can anyone also please suggest some other methods to burn VCDs if I have .dat files so that they are playable on my Philips player?

In short, you need,

1)The mpg files are correctly encoded in the MPEG-1 format for VCD 2)And the burner software like Nero or Roxio which support VCD burning. The folders are created by the burner automatically.
