b&white filters and there exposure rules

I have just start to learn about b&white. Having a problem getting my throughs around this area. Once i have made a reading from my hand meter, i open or close down the shutter or aperture,to the desire zone. This is where a get a bit lost from here on,do I open or do i close down, for the adjusted filter exposure required- eg using a red filter to add contrast and hold back some of the hight lights and still have workable neg to print
