Order of state streets on Potrero Hill

Does any one know why the north south streets on Potrero Hill that have states names were placed in that particular order?

I suspect somebody tossed the names into a hat. They're neither in order by date of admission, nor alphabetically by capitol city:

Also, some of the numbered streets on Potrero Hill used to be named after California counties, at least until they were "connected" to the numbers coming out of the Mission District. Mariposa Street, located between 17th and 18th Street is a remnant of this.
