Frame rate question

I'm making a SVCD from a DVD (NTSC) source for the first time. Which frame rate is recommended: 23.976fps or 29.97fps? Is there a significant difference in quality in both of them?

It is better if you use the same frame rate as the country your in. I have converted NTSC (29.97fps) to PAL (25fps), and you find that sometimes you notice the frame rate drop. If your in the US, then keep them at 29.97 as you may not be able to view them on an NTSC TV set.

The spec only supports 29.97 for NTSC and 25 for PAL. 23.976 is a film rate and it's technically not valid for SVCD. The suggestion from TheBoss is a good one, by the way.
