i would like to know why close-up lens are attached at the front of the prime lens but teleconverter at the back?

Some teleconverter-like products are designed to fit on the front of a lens along with some wide angle adapters as well. The problem is they introduce excessive distortion, but for cameras that don't have a removable lens, it's the only solution.

They also make close-up adapters that fit at the back of a lens too, only they don't have any optics in them, they are just extension tubes. But you could easily add a positive lens to one of these tubes and it would be even more effective, but probably it would only add to the distortion problem close-up lenses already create and certainly add to the cost as well.
