Dazzle DVC specifications and VCD standard

I read Dazzle's DVC and DVC II specifications. The audio sampling frequencies are 32KHz, 41.1KHz and 48KHz. But the VCD standard is 44.1KHz. Also DVCII's specification reads 2 to 10Mb/sec of video bitrate while VCD standard is about 1.150Mb/sec. I wonder if there will be a problem when making VCD's. Anybody can give a comparison between DVC(USB) and DVCII in terms of their VCD qualities?

I don't own anything by Dazzle, but I think I read that one of their cards only records MPEG-2 video. If this is true, you will not be able to make a VCD with this as VCD requires MPEG-1. You can make a VCD at a bit rate higher than 1.150 Mbps, but it is non-standard and referred to as a XVCD.

But both DVC and DVCII's video format includes MPEG-1. And several people in this forum said that the VCD qualities made by DVCII were OK. I am not sure they refered to XVCD or not.

I have a DVC II. It can capture in many different settings, including VCD (MPEG-1), SVCD (MPEG-2), and DVD(MPEG-2) formats. DVC II captures SVCD with good results. However I am not satisfied with its VCD captures. It is not as good as to capture in AVI and then encode to MPEG-1 by a software such as TMPGENC.

I do not have experience with DVC, which captures only into MPEG-1.
