PMK: less stain in 35mm than 120?

I can get a decent amount of stain on Ilford FP4+ in 120, but in 35mm the amount is disappointingly less. Has anyone else run into this?

I've tried all the tricks I've heard of: aging the developer, letting the mixed developer sit for an hour before using, doubling the strength, even leaving half the tank empty to promote oxidation, but the 35mm version always seems to come out looking just barely stained compared with 120.

Any thoughts?

Different emulsion maybe?

My bet is that the emulsion is thicker on the 120. The same amount of stain will then look less dense.
