What was theOfficial C/C of S.F. newspaper, 1899-1900?

During 1899 and 1900, what was the official newspaper of record for publication of the City/County of S. F. I have seen specific reference to the existence of such a newspaper during this time period, and possibly a change of which paper used as of early 1900, but these references curiously do not expressly name the publication being utilized.

S. F. Chronicle, Tuesday March 13, 1900 in the Allies of Democracy. article (reporting on the Board of Supervisors meeting of March 12):

"The bids for doing the city’s printing were opened. The Bulletin bid 19 1/2 cents a square and the Post 14 cents. The great urgency for the adoption of an official organ caused the matter to be considered without the usual formality of reference to a committee, and it was decided to award the contract to the Post. An ordinance was framed, while business waited, and was passed to print. Important ordinances that had been awaiting this action were postponed another week lest their validity might be imperiled by publication that was not legal. The City Attorney was requested to specify what acts of the Board require publication.
