Answers

Looks like a steel helmet liner. The old US miltary helmet had a steel pot over a fiberglass liner. they seem to have the old "Officers" style with the grommet for mounting Rank devices on. The liner was used in WW2 as a hat when in the European theater to take the place of the frame caps worn stateside.
