subject movement with slow speeds

What shutter speeds should I use to freeze movement of foliage? I generally use f22 or smaller which means slow shutter speeds even on bright days ! I am planning a trip to Sri Lanka where sea breezes can be quite strong - how do I freeze the swaying palm trees and at the same time obtain maximum depth of field ? ( I use Fuji Velvia and Provia) Would anybody recommend using 400ISO film?

1/60, 1/125th usually are decent enough and yes... 400 would be advantageous.
