BOISE _ A white supremacist group that will air its doctrine on public television in southwestern Idaho wants to fill a vacuum created by the decline of the Aryan Nations, the Anti-Defamation League warns.

TVTV Executive Director Larry Ragan on Tuesday said the channel is mandated by the First Amendment to air the shows, but he stresses other citizens can come forward with programs about human rights.

The channel is scheduled to run two shows from the Rev. Matthew Hale of the World Church of the Creator. The group, based in Peoria, Ill., promotes white supremacy and intolerance of Jews and blacks.

The National Alliance, a white supremacy group organized by William Pierce, recently distributed racist fliers in Boise and Pocatello.

"This is a marketing tool Hale uses to disseminate his information and get new recruits," said Brian Goldberg, regional anti-defamation director. "With the Aryan Nations' decline, you're seeing Hale and the National Alliance looking to the Northwest as fertile ground."

A lawsuit by Victoria and Jason Keenan, who were terrorized by Aryan Nations security guards in 1998, bankrupted the Aryan Nations and handed ownership of its compound to the family.

The first of four, half-hour programs is scheduled to air Thursday. It primarily shows Hale standing in front of a flag with the Nazi colors and talking, Ragan said.

"We have members in Idaho and yes, I anticipate that more will join upon seeing the program," Hale said Tuesday.

Another show by white supremacist Ernst Zunel ran last week.

In the video, Hale defends Benjamin Smith, who went on a shooting spree targeting nonwhites in 1999. Smith, 21, committed suicide after wounding nine and killing two, including former Northwestern University basketball coach Ricky Byrdsong.

Hale was denied law licenses in Illinois and Montana because of his racist views. His Internet site said that led to Smith's spree.

"Had Hale been given the law license that he was entitled to, Brother Smith would have been filled with optimism for the future rather than anger for the criminals usurping what is supposed to be the supreme law of the land," according to the World Church's Internet site.

Goldberg said supremacist groups often approach public access channels to showcase their beliefs. The league encourages the stations to run them at times when youngsters are not channel-surfing.

Ragan said the access channel's board decided Hale's shows are not "adult-content," which would necessitate airing them at odd hours. It rated them "mature" and scheduled them for 10 p.m. But the channel will run its own disclaimer warning viewers the film is controversial, and also will run a separate one from the channel in Peoria.

He said residents can submit their own programs upholding equality.

Memo: Boise Mayor Brent Coles looked for an access channel board to be proactive in creating a community dialogue, said his spokeswoman, Suzanne Burton.

"But this is personally painful to the mayor," she said of the program. "He understands the First Amendment issues at play, but it personally sickens him."

Hale said he may pursue a law license in Idaho.

"I have indeed considered this. Right now, I am seeking a law license in Montana. If that fails, I may very well try Idaho," he said. "I anticipate a great deal of activity in Idaho in the near future. We have a country and world to win for our cause."

Blacks murdered my 21yo nephew and Hillary's jews in Ny are trying to make it into a gun ban state. The Xtian Identity movement is crazy. I may or may NOT agree with the groups who are doing the hating but it is not illegal to hate in this country.

I may or may NOT agree with the views expressed in their program but as it is political speech it is and by right should be protected by the First Amendment to the Constitution of these United States.

Popular speech, because it IS popular, needs no protection.

The answer to hate speech is more speech, just as you are doing here. Get out and express your views and try to convince folks to agree with you and not them.

I for one think those folks are a bunch of loons and they are just one of a myriad of reasons why I keep guns. The hate filled groups on the other side of the equation, the Anti-Defammation League being one of them, are another one of the reasons I keep guns. Don't like or trust either of them.

Nevertheless, so long as they abide by the long and well-established rules of expression of speech in these United States I am duty bound to rise to the defense of their being allowed to speak their opinions just as I would expect everyone here to rise to my defense to defend my right to speak mine.

I can rant on, you can rant on, they can rant on, the Anti-Defammation Leagu can rant on because we're all protected by the same right bestowed upon us by Nature's God. Gag one of us and you gag us all.

I agree they are narrow minded loons. And I also agree with freedom of speech. I think that in this day and age to hate because of skin color is ludicrous.
