is there an optical difference between the earlier breech (s.s.c.) and the new bayonet moun FD 24mm lenses ??

What aperture and which version within each mount? If you mean the 24mm/f:2.8, there were two versions in the breech mount (one S.S.C. one earlier) and a new design in the bayonet mount. There was also 24mm/2.0 and two different 24mm/1.4 lenses. For information on all such things, look at the Official Canon Museum and the Malaysian Canon FD site.

in this case I'm asking in regards to a 24mm 2.8 lens . . is there a differency in the optics . .picture quality? between the old and new ones??

Click on the links above to see the optical differences. Presumably, they changed the optics to improve image quality, but I can't speak from experience in this regard, not having tested the two side by side.

They did change the optics from the 24 f2.8 S.S.C. and the New FD version. They went from 9 elements in 8 groups to 10 elements in 9 groups.

Most times (as has been said) any change in the optical formula is done to make the lens better.

But either one will be fine, they are both very nice lenses.

The 24 f2.0 is only in the New FD version. The f1.4 version is available in both old and New mounts, with the same number of elements and groups. But that doesn't mean that the design didn't change. Bit looking at the sizes, wieghts and that both have a minimum aperture of f16, it looks like they didn't change much.
